Position Description

TITLE: I-ACT COMMUNE Coordinator

UNIT: Philippine Office

REPORTS TO: Chief of Party

SUPERVISES: N/A

SUMMARY OF JOB RESPONSIBILITIES

The Initiative for Advancing Community Transformation (I-ACT) project is a 5-year project implemented by The Asia Foundation (the Foundation) with funding from the United States Agency for International Development (USAID). I-ACT aims to promote positive changes in public attitudes towards human rights and the rule of law using behavior change and evidence-based initiatives. To help bolster networks of human rights communication workers (HRCWs) for social and behavior change (SBC), I-ACT will roll out the COMMUNE program which convenes a community of practice to systematically and sustainably mainstream SBC within the human rights sector through the following: (1) promotion of cross-organizational and sustained learning; (2) strengthening linkages for sharing of expertise and resources; and (3) community care through the creation of safe spaces.

The Foundation is seeking applications for the position of COMMUNE Coordinator who will support the Law and Human Rights Unit, specifically I-ACT, in project management and monitoring, as well as various tasks related to partner coordination, technical expertise, and progress monitoring. The successful recruit is also expected to closely coordinate and liaise with I-ACT’s partner organizations and consultants.

Terms of Engagement:

  • The Consultancy will be for a period of 17 months (subject to extension) commencing on 7 November 2022 on a part-time basis and work-from-home arrangement.

Internal

  • Extensive interaction with the I-ACT Program Management Team

External

  • Extensive interaction with I-ACT’s partner organizations, consultants, and other stakeholders.

REQUIREMENTS

Education

Graduate with a Bachelor’s degree, preferably in communications, development studies, or behavioral science.

Experience

  • Must have at least five (5) years of relevant experience in communications, preferable in the development sector
  • Must have excellent oral and written skills
  • Must be proficient in MS Office, and database management
  • Must have strong time management skills and professional organizational abilities
  • Must have initiative, strong attention to detail, and the ability to multi-task within tight timelines
  • Must be able to take direction and work independently under general supervision
  • The following qualifications are preferred:
    • Extensive experience in social networking, strategic communications, and knowledge product development;
    • Involvement and/or knowledge of the Philippine human rights community and/or non-profit organizations;
    • Knowledge of international donor agency requirements and regulations; and
    • Experience working with the Foundation

JOB FUNCTIONS

Throughout the period of the consultancy, the successful recruit will be expected to perform the following primary tasks:

  • Provide technical expertise and make recommendations for the strategic direction of the COMMUNE Program;
  • With I-ACT’s Program Officer, oversee the day-to-day implementation of activities under the COMMUNE Program;
  • Coordinate with HRCWs to be convened in COMMUNE
  • Provide liaison support with I-ACT’s partner organizations DAKILA and Active Vista, and conduct regular progress reporting on data, targets, and other relevant insights to the I-ACT Program Management Team;
  • Provide facilitation and on-ground support for COMMUNE activities;
  • Represent the Foundation in all COMMUNE-related activities;
  • Draft activity write-ups, success stories, and other related documents when necessary;
  • Perform such other related functions as may be directed by the Chief of Party or Program Officer.
