Context:

IOM Haiti is launching a new Government of Haiti (GOH) / World Bank-funded project to facilitate homeowner-driven housing reconstruction in the wake of the 7.2 magnitude earthquake that struck Haiti’s southern peninsula on August 14th, 2021, destroying or damaging 115,000 homes.

Entitled “Scaling ‘Build Back Safer’ Training and Communications in Haiti’s Grand Sud,” the USD 7 million project is part of a “Contingency Emergency Response Component” (CERC) being enacted by the GoH’s Ministère de l’Intérieur et des Collectivités Territoriales (Ministry of Interior and Territorial Communities; MICT) under the ongoing World Bank-financed “Projet de Gestion des Risques et de Résilience aux Aléas Climatiques” (PGRAC) initiative.

The innovative IOM-led project will focus on supporting self-recovery being undertaken by affected households and communities in rural zones throughout the quake-affected area. It has two main components: 1) hands-on trainings for informal construction workers in rural communities, using the “chantier-écoles” approach (in which trainees oversee the construction of an actual core home to gain on-the-job experience in safer building techniques); 2) a large-scale communications and sensitization campaign to educate households, communities and local officials on the importance of safer building techniques and policies. The project will build on and refine the successful experiences with “build back safer” trainings and messaging spearheaded by IOM Haiti in the aftermath of Hurricane Matthew between 2016-2019.

Under the overall supervision of the Chief of Mission programmatically and directly to the Senior Program Manager.

Core Functions / Responsibilities:

  1. Provide overall coordination of the BBS (Build Back Safer) including financial and programmatic aspects.

  2. Carry out effective internal team coordination and overall management of the project.

  3. Establish and maintain constant and effective communication with the project’s key stakeholders: various government counterparts (the Ministry of Interior, UCLBP, BTB, local officials); the World Bank; other World Bank contractors working on the project (and responsible for engineering supervision and M&E); the shelter working group, and other humanitarian and development actors present in the target communities.

  4. Oversee organization of the complicated logistics necessary to conduct multiple chantier-écoles in remote areas across a broad geographic area.

  5. Plan and coordinate community-based participatory process for beneficiary selection.

  6. Work with construction field managers to create project plans and processes that help ensure both impactful trainings and that finished structures meet GoH and World Bank standards.

  7. Oversee design and roll out of a mass communications campaign to promote awareness of and demand for safer building techniques.

  8. Negotiate contracts and service agreements with all contractors and suppliers, as needed,and in coordination with IOM Haiti Procurement Unit.

  9. Carry out weekly or biweekly financial planning exercise to track current and future expenditures.

  10. Monitor construction productivity and schedule performance and investigate reasons for delays. Provide recommendations to address delays and other challenges to be implemented by contractor.

  11. Participate and represent IOM, as an operational partner, in sectoral meetings, working groups and other relevant fora, with the Government of Haiti (GoH).

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Architecture, Engineering, Urban Planning, Social Sciences, Anthropology, Economics, Development Studies, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in housing, emergency shelter provision, community infrastructure, urban planning or similar programmes in developing countries) an asset;

• Experience with projects funded by major bilateral or multilateral donors (USAID, the WorldBank, the Inter-American Development Bank, the Asian Development Bank and other major donors) an asset;

• Experience in liaising with governmental authorities, other national/international institutions and international donors;

• Proven expertise in implementing complex, highly participatory projects with a demonstrated ability to work effectively with counterpart Government institutions, personnel, and other donor programmes.

Skills

• Demonstrated technical and operational expertise in the design and management of challenging humanitarian and/or development programs;

• Ability to communicate effectively (orally and in writing) with a wide range of stakeholders and comfortable giving presentations and leading meetings. Must have strong diplomatic skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Haitian Creole is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
