The Reconstruir Project Coordinator position will be for day to day implementation and staff and partner coordination to ensure achievement of all targets on time and within budget. With technical and management support from a senior consultant, the project coordinator will ensure alignment with BHA and CARE programming principles, standards, and approved technical approaches. She/he will help develop annual implementation plans, and provide oversight to staff and subgrantee partners and track progress in spending and activity implementation. He/she will serve as a key representative of the project and maintain strong working relationships with key stakeholders.

Responsibilities and Tasks

1. Staff Coaching and Supervision

  • Provide support to the team through regular team meetings and learning and reflection events
  • Ensure that all project staff have appropriate individual work plans linked to project priorities;
  • Identify and pursue opportunities for the professional development of project staff and implementing partners

2. Activity Planning and Implementation

  • Provide support to field team in the implementation of activities across different sector.
  • Support preparation and submissions of project annual workplans and detailed implementation plans
  • Help to set and adjust project targets, strategies, resources and division of responsibilities to ensure progress toward project objectives.
  • Track activity implementation to ensure that timelines are adhered to and course corrections are made as needed.

3.Monitoring and Reporting

  • Ensure updating of project indicator tracking table
  • Ensure the collection of regular monitoring data for tracking project performance and decision making;
  • Participate in quarterly project review meeting to assess progress, adjust plans, and draw/disseminate lessons learned;
  • Support in the preparation of project progress reports.

4. Administrative Management

  • Recommend contract changes including realignment of activities, budget revisions, contract extensions, etc.
  • Coordinates subgrant activities and agreements and ensure compliance with applicable policies and procedures.
  • Participate in monthly reviews of expense reports.
  • Participate in preparation of project procurement plans and help to monitor procurement processes.

5. Stakeholder Relations

  • Maintain positive working relationships with all relevant stakeholders. Work to encourage continuous collaboration and knowledge management and ensure communication of key project milestones to stakeholders.
  • Coordinate with other CARE projects to ensure consistent information sharing and collaboration.

Qualifications:

  • At least five years of experience in development and/or humanitarian organizations
  • Technical experience with VSLAs, emergency response, GBV and/or livelihoods
  • Experience working with local partners is beneficial and with USAID/BHA is beneficial
  • Experience working with government entities include SDPI, SDAE, etc.
  • Experience in project management, including project planning and budget management.
  • Three years experience supervising staff

Technical Skills

  • Fluency in written and spoken Portuguese and high level of competence in spoken English is a strong advantage
  • Facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex environment.
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
  • Flexible, creative and solution-oriented approach
  • High level of competence with MS Office applications, including Word, Excel and Outlook.
