Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Working on behalf of the Global Media Migration Academy (GMMA) based in Dublin, under the technical supervision of the Director of Media and Communications Division (MCD) based in the International Organization for Migration’s (IOM) Headquarters (HQ) in Geneva, and the administrative supervision of the Chief of Mission in IOM Ireland, the Project Coordinator will provide technical support in the areas of digital campaigns and communication technologies for the following projects:

• The Global Migration and Media Academy;

• The Global Forum on Migration and Development (GFMD) shaping the narrative: “It Takes a Community” campaign;

• Other communication campaign and projects.

IOM has a track record in the area of advocacy and awareness raising campaigns relating to countering anti-migrant narratives, irregular migration and Counter Trafficking (CT), as well as campaigns to provide vital information in emergencies for accessing humanitarian assistance. The MCD team is spearheading several campaigns and communication-related projects, namely the Global Migration and Media Academy, providing technical support to the “It Takes A Community” campaign tackling xenophobia and misinformation in the wake of COVID-19 as an organizational priority.

The global impact of COVID-19 has precipitated a rise in misinformation, hate speech and xenophobia, recognised by the international community as a priority to address in the response and recovery. The Project Coordinator will support a number of initiatives globally to help counter negative narratives on migration, raise awareness on the risks of irregular migration, report incidences of xenophobia, hate speech and misinformation, and develop responsive and targeted campaigns to counter these negative behaviours and raise the voices of those affected.

The MCD of IOM is comprised of experienced communications professionals based in Geneva, as well as various Regional Offices (RO). The team provides advice and support on media and public information issues to IOM Headquarters and Country Offices (CO) worldwide. It is responsible for media relations as well as producing a variety of other public information materials, including official statements to mark special events, fact sheets and press briefing notes on specific IOM activities for both online and offline communication outlets.

The Community Engagement Team leads communication campaigns and projects at the global level and lends technical support in these areas to the Organization. The team prioritizes use of new and innovative technology to support accountability and the participation of beneficiaries in initiatives and build strong collaborations with a wide variety of stakeholders.

Core Functions / Responsibilities:

  1. In conjunction with the MCD oversight focal point, lead and coordinate on all the elements of the implementation of the Global Migration Media Academy project.

  2. Coordinate the regular updating and reporting to donors -Irish Aid and IOM Development Fund (IDF)- and partners. This includes preparing reports, and sharing outputs with necessary stakeholders, as well as preparing and finalising interim and final reports.

  3. Coordinate with IOM Resource Management Unit (RMU) in Ireland and HQ in Geneva to track and report project expenditures are being implemented according to the workplan and update the project implementation team at regular intervals.

  4. Coordinate activities of subject matter experts hired to develop course materials for GMMA.

  5. Coordinate the development and packaging of course materials between National University of Ireland (NUI) Galway and participating COs (Morocco, Mexico, Philippines and Serbia).

  6. Issue regular newsletters and updates to internal colleagues and external partners about activities and announcements about GMMA.

  7. In conjunction with the MCD oversight focal point, coordinate the Project Implementation Team in developing proposals and networking opportunities with partners to expand the scope of the GMMA and mobilise additional funds.

  8. Lead the development of GMMA digital platforms including the e-learning platform, website and project management tool in coordination with different IOM units.

  9. Assist COs in identifying digital tools and resources to package and produce course materials.

  10. Lead efforts in soliciting partnerships with different private and public sector stakeholders for the GMMA.

  11. Manage and curate content for the social media platforms for the GMMA.

  12. Coordinate with MCD in the collection and production of news stories for the GMMA website.

  13. Coordinate the roll out and implementation of the GFMD ‘It takes a community’ campaign.

  14. Liaise with GFMD focal points in the development of campaign strategies for the roll out of the GFMD ‘It takes a community’ campaign.

  15. In coordination with the MCD focal point, explore new funding possibilities and partnerships.

  16. Support the development of Spanish, Portuguese and Arabic versions of the website.

  17. Monitor and provide data insights to relevant stakeholders on the performance of the ‘It takes a community’ campaign.

  18. Manage the curation of media content that is published and shared through the ‘It takes a community’ campaign and validate video content prior to distribution.

  19. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

• Masters’ degree in Communications, Business Administration, International Development, Social, Political Science or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Previous experience in coordinating media campaigns;

• Practical experience of digital content production tools such design and video editing software.

Skills

• Proven ability to produce accurate, high quality work and meet deadlines.

• Good understanding of communication campaigns and tools, including engaging audiences via social media and other digital channels.

• Strong understanding of migration issues.

• Excellent research, writing, communication and analytical skills.

• Ability to manage teams and coordinate activities.

• Excellent level of computer literacy.

• Strong organizational skills.

• Ability to work effectively and harmoniously in a diverse environment.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
