The Role

Oxfam in Africa is looking for an experienced Project Consortium Manager to take lead in the implementation of The Youth Voices Lab (project 1). Reporting to the Director of Oxfam’s AU Liaison Office, you will lead the planning, implementation and reporting of project activities within budget, according to the project plan and donor contract, in a cost-effective and efficient way. You are a strong coordinator and ensure added value and synergies with the work of other consortium partners. You are a champion of meaningful youth engagement and will work with youth to bring their voices to policy and decision-making spaces, including the African Union. You will manage a Project Officer, MEAL Officer and matrix manage a Financial Officer.

Key responsibilities

  • Manage overall consortium partner relationships and contracting for the Youth Voices Lab Project
  • Manage the Youth Voices Lab PMU
  • Enable effective teamwork across the consortium, including coherent planning and management of activities
  • Ensure that the PCC and the Steering Committee have the right information to make informed decisions on the programme
  • Ensure budget implementation and follow-up, with the support of the Finance Coordinator
  • Coordinate project activities with those of Youth Action Lab (project 2), consortium partners and stakeholders to create joint added value
  • Invest in and build partnerships and strengthen collaboration with and between consortium partners
  • Act as Oxfam’s representative to the Partner Coordination Committee of the Project
  • Monitor and analyze progress and in case of gaps, pro-actively propose ways forward and continually mitigate risks
  • Coordinate the consortium’s planning and reporting processes (yearly planning, development and revisions of Theories of Change, annual reflections)
  • Prepare consolidated project reports for the EC and ensure they meet EC requirements
  • Communicate with EC, other partnerships, and other relevant parties
  • Represent the consortium in external communication, in close collaboration with the consortium partners
  • Ensure compliance and contract management with the donor and impact evaluation

We’re looking for a person with

  • Advanced University degree (masters or equivalent) in a relevant field (e.g. development studies, public health, law.

  • At least 8 years relevant working experience in complex international environments; and a minimum of 5 years of experience in a similar position in a project-based international development organization and / or global network, preferably with projects funded by the European Commission (EC) and/or projects that include a sub-granting component.

  • Programme Management skills, including Theory of Change methodology, process management, grant management, MEAL, scheduling, project control, documentation development, risk management and quality management, monitoring and evaluation.

  • Experience in event organization and in digital Apps content management

  • You have experience with influencing policy and practices and bringing in the voices of beneficiaries, you preferably have direct experience with engagement with AU structures or other regional bodies.

  • You have the ability to work in a project-oriented manner in a changing organization, taking all the interests of the involved stakeholders seriously and remaining strongly focused on the end results.

  • You have experience and interest in programmes that empower young people and operate with youth at the center, collaboration with youth-led partners and meaningful engagement with young people, such as through Youth Advisory Boards.

  • You work independently, are pro-active and a problem-solver; you are result-driven, and customer focused; you have strong organizational skills and a structured approach.

  • Writing and presentation skills for periodic reporting on process, outcome, output and deliverables.

  • Strong skills in cooperation, negotiation, and motivation of team members and colleagues.

  • Ability to work directly and over distance with colleagues / partners.

  • Excellent command of written and spoken English, preferably as well professional proficiency in French
