Position Title: Project Assistant (Monitoring, Evaluation, and Learning)

Duty Station: IOM Philippines Country Office (Manila)

Classification: General Service Staff, Grade G-5**

Type of Appointment: Fixed term, one year with possibility of extension

Context:

Under the overall supervision of the Head of Programmes and under the direct supervision of the National Private Sector Engagement Officer, the successful candidate will be responsible for the monitoring, evaluation, and learning (MEL) components of capacity building programmes for suppliers of global brands.

Core Functions / Responsibilities:

  • Maintain a knowledge management system for IOM Philippines’ global supply chain development programmes, ensuring that the most up-to-date information is accessible
  • Facilitate and guide staff from other Missions and external service providers in the application of the standardized knowledge management tools
  • Contribute to the development of training manuals and training evaluation tools.
  • Coordinate and follow-up with Missions in the region in localizing training evaluation tools.
  • Conduct regular monitoring and evaluation of suppliers’ capacity building progress, in line with the donor’s requirements.
  • Assist in the implementation of training activities through logistical coordination, documentation, and other miscellaneous aspects.
  • Collect training participants’ feedback on IOM’s capacity building programmes; coordinate with other Missions in translating feedback from training participants into English.
  • Draft regular reports on supplier capacity building progress, challenges, lessons learned, and best practices.
  • Periodically perform project data analysis, review project reports, and provide relevant feedback to inform the project team’s decision on areas of project delivery and needs for improvement.
  • Draft talking points, and briefing materials related to supplier capacity building and private sector engagement as needed.
  • Ensure that all data collection activities are in line with IOM’s Data Protection Principles
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in the field of Social Sciences, Sustainability, Business Administration, Management, or a related field from an accredited academic institution with at least three years of relevant professional experience; or
  • Completed High School degree from an accredited academic institution, with six years of relevant professional experience. **

Experience

  • Minimum of three years of work experience in project management, monitoring and evaluation, and information management.
  • Experience in data analysis and report writing is required.
  • Proven ability to consolidate and validate information from multiple sources.
  • Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset.

Skills

  • In depth knowledge of Monitoring and Evaluation methodologies on a broad range of migration related subject areas dealt with by the Organization.
  • Knowledge of international standards on business and human rights.
  • Strong quantitative business analysis skills, attention to detail, and high level of accuracy.
  • Advanced or intermediate excel skills.
  • Strong communication skills.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
