JOB LOCATION: Province of Leyte

JOB PURPOSE

The Project Assistant will work under the overall direct supervision and guidance of the Project Officer. The Project Assistant supports the project team to ensure the effective, efficient, quality management of Islamic Relief Canada funded project, “2022 Cyclone Megi (Agaton) Shelter, Protection, WASH, and Cash Programming Response (CHAF) in Leyte Province of the Philippines”.

CHAF is a 6-month project, and its primary purpose is to increase access to lifesaving, basic household necessities and life protection services, particularly mental health, and psychosocial support services among disaster-affected households in Leyte Province, Eastern Visayas Region, Philippines.

The Project Assistant provides essential support to the team to achieve project success. She/He will also closely work with MEAL, Finance, Admin and Logistics, Human Resources, Advocacy and Communications teams about project management, planning, and implementation.

Overall, the Project Assistant working with the Project Officer and the project team shall ensure delivery of a range of tasks i.e., effective planning and implementation of project activities, timely and quality donor reporting, liaison, and networking with relevant local government units (LGUs), provincial and national government agencies, other I/NGOs, UN agencies, faith-based sector and leaders, local NGOs, and the private sector.

REPORTING TO: The position directly reports to the Project Officer

PROJECT DURATION: 6 months (May 5, 2022 – November 4, 2022)

JOB SUMMARY

The Project Assistant is tasked to support the CHAF Project team in the delivery of projects to individuals, families, communities, and partners. This will include completing a range of tasks to support the planning, preparation, delivery, monitoring, and reporting of project activities at the field and office level and serve as the liaison between the community and the CHAF Project Team.

MAIN DUTIES AND RESPONSIBILITIES

  • Organize and facilitate meetings with target communities.
  • Conduct and/or assist in assessments and data collection to identify the priority needs in the target areas.
  • Communicate feedback from project participants and/or communities and other key stakeholders to the Project Officer and/or the project team.
  • Support in the designing and the conduct of learning events and capacity building activities for the target communities.
  • Delivery of a range of project tasks to support community interventions.
  • Support the monitoring of project activities and assisting with reporting.
  • Coordinate and work with relevant government agencies and other development and humanitarian actors.
  • Be familiar with, and ensure adherence to, the organisation’s policies and procedures.
  • Abide by the NGO/Red Cross Code of Conduct, Do No Harm, Islamic Relief’s policies and procedures, and other developmental and humanitarian principles and standards i.e., CHS, MERS, etc.
  • Facilitate and support disaster preparedness and public information activities.
  • Any other assignment required by the supervisor/manager.

ACCOUNTABILITIES

  • Work independently on tasks related to project planning and implementation with periodic reporting and direction from supervisor/manager.
  • Make decisions on project implementation and its daily management responsibly based on available resources.
  • Ensure that the project is implemented properly and mindful of sensitivities.
  • Proper management of financial resources, equipment, and project resources.

PERSONAL SPECIFICATION

ESSENTIAL

Qualifications

  • A graduate of social science course.
  • Knowledge of community-based approaches in humanitarian and development settings is desirable.
  • Competency with the analysis of contextual information, and developing clear, informed recommendations.

Knowledge and Experience

  • At least 2 years of experience in community development.
  • Working knowledge on sustainable and resilient livelihood, enterprise development, financial management, protection and inclusion, MHPSS, peacebuilding, community resiliency, community development, etc.

Skills

  • Excellent communication skills – able to communicate and report on technical points, both oral and in writing.
  • Willing to be accountable for work conducted.
  • Communicates honestly, openly, and consistently.
  • Shares information appropriately and ensures that views of all members of the team are freely expressed.
  • Encourages positive viewpoint.
  • Able to build productive working relationships with local authorities, colleagues, and members of other organisations.
  • Good numeracy skills with knowledge of budgeting and cost estimation.
  • Problem-solving skills and self-management.
  • Ability to manage multiple priorities and work under pressure.
  • Good interpersonal skills and the ability to work sensitively with people from various cultural and social backgrounds.
  • Open to adapt to Islamic Relief’s norms and values without compromising personal beliefs and principles.

Languages

  • Fluency in English and Tagalog (written and spoken is desirable).
  • Could speak and understand local dialect i.e., Waray-waray and Bisaya is desirable.

IT Skills

  • Good IT skills. Knowledge, Microsoft Office Word and Excel, Outlook

DESIRABLE

Qualification

  • Knowledge of international standards such as Sphere, CHS, etc. is desirable.
  • Experience in emergency response operations is desirable but not essential.

  • Able to work flexible hours when necessary to carry out task completion.
  • Flexible and patient.
  • Ability to work on his/her initiative and with the team.
