Background Information – IPAS

Based in Copenhagen, Denmark, the UNOPS Integrated Practice Advice and Support (IPAS) serves all the regions and headquarters, primarily with advice and solutions to everyday implementation challenges. IPAS consists of a diverse team of subject matter experts in the six practice areas of HR, Administration, Legal, Finance, Procurement, Project Management and Infrastructure. IPAS has three main roles:

Support to operations in the field offices: IPAS provides timely advice and supports actively finding of solutions to everyday implementation challenges, based on policy and best practices. It also provides operational support in specific areas.

Business efficiency: IPASrecommends changes to policies, processes and operating standards based on the feedback and experience of the field offices. IPAS also ensures transparent and efficient project implementation, in line with policy and business needs.

Body of knowledge: IPAS contributes to research and coordination within the policy groups and project practitioners. It provides structured knowledge and subject matter expertise which is used across practice areas to provide coherent and tailored advice to the requesting offices.

Functional Responsibilities

Reporting to the Project Management and Infrastructure unit (PMI) Team Leader within IPAS, you will be supporting IPAS PMI and IPAS overall in the implementation of specific projects and initiatives. You’ll also be playing a key role in data analytics and reports. You are expected to work closely with all IPAS units, support field offices and collaborate with other teams and units within HQ to facilitate good flow of communication.

Specific Job Functions

As the PMI Project Analyst, you’ll be part of the IPAS PMI team, and as such, your task will include:

Systems, data analysis and reporting

  • Act as the IPAS Solution Portal (JIRA) Project Manager and coordinate with IT Group (ITG) on the “Digitalization of IPAS advisory and operational support Phase 2.0” (system enhancement).
  • Act as the liaison between IPAS and ITG for system (JIRA) adjustments, changing work patterns, emerging opportunities, feedback on improvement and troubleshooting.
  • Extract and analyze data from internal management tools and other data with the aim to support fact-based discussions and decision making
  • Develop standard IPAS reports, IPAS survey and statistical analysis, region/country office briefings and various reports based on data analysis and evaluation.
  • Analyze various types of complex quantitative and qualitative data, contribute to identifying areas of improvement, risks and opportunities for processes and policies by providing data driven analytics.

Cross-functional coordination support

  • Support with the preparation and monitoring of IPAS PMI workplans including tasks carried out by the team (trainings, recruitments, advisory support, etc).
  • Maintain and facilitate the development of IPAS mission plan, report and related activities such as record keeping, internal coordination, etc.
  • Support IPAS PMI Team Lead in coordinating and facilitating exchanges amongst the engagement reviewers network with the objective to promote cross fertilization across the group.
  • Support in facilitating interactions of different networks managed by IPAS (e.g. Head of Programme, Head of Support Service, Partnership/Business Developers)
  • Support to the stakeholder coordination, internal communication, logistical support, implementation monitoring, etc. for large-scale events engaging various networks of colleagues within the organization.

Knowledge Management

  • Support IPAS in the development and management of initiatives leading to a more effective work management and knowledge sharing with the field, as well as across IPAS and HQ.
  • Establish in support of other IPAS PMI team members a Knowledgement Management system for the unit and in particular one to support the effective exchanges amongst engagement reviewers
  • Support the development, organization and implementation of webinars, workshops, meetings and conferences, including the preparation of meeting documents, presentations and reports as needed, packaging knowledge and information appropriately for dissemination and record keeping.
  • Support the IPAS PMI team lead with taking forward and monitoring all the ongoing initiatives.

Education/Experience/Language requirements

Education

  • An Advanced University degree (Master’s or equivalent) is required;
  • A first-level university degree (Bachelor’s or equivalent) with 2 additional years of relevant experience may be accepted in lieu of the advanced university degree.

Experience

  • A minimum of 2 years’ work experience working in project management support is required;
  • Experience in data analysis, reporting, presentation, and/or business process improvement is highly desired;
  • Knowledge and experience with Google Workspace, particularly with Google Doc, Slides, Sheet, and other publishing software is highly desired;
  • Experience working in developing countries in an international environment is highly desired.

Language requirements

  • Fluency in English, both written and verbal, required.
  • Fluency in French or Spanish would be a distinctive advantage.
