The presence of explosive ordnance (EO) can significantly impede human development. Landmines, cluster munitions, and other EO pose substantial obstacles to countries’ efforts to eradicate extreme poverty and reduce inequalities and exclusion simultaneously.

In Viet Nam, a government-led survey conducted from 2010 to 2014, known as the Landmine Impact Survey, found that all 63 provinces across the country were potentially contaminated. Provinces located in the central part of Vietnam are among the most affected. The 15 most contaminated provinces identified in the Landmine Impact Survey also have a high proportion of poor and near-poor households, particularly in the Central region.

Building on the achievements and lessons learned from the Korea-Vietnam Mine Action Project (KVMAP), the Korea-Vietnam Peace Village Project (KVPVP) aims to promote inclusive, safe, and resilient local development by mitigating the impact of EO on local communities and supporting them in improving livelihoods and health.

The project is structured around two main outcomes and four related outputs. The first outcome, “human security,” and its associated outputs focus on mine action, while the second outcome, sustainable rural development, emphasizes livelihoods and health, providing solutions for EO victims and their communities. The project aims to provide best practices to enhance the mine action sector in Vietnam and to demonstrate how mine action activities can be closely integrated with other development solutions.

To continue supporting the effort to remove EO in Vietnam, KVPVP was developed through close collaboration between the Governments of the Republic of Korea and the Socialist Republic of Vietnam. The project comprises four sub-projects with four implementing partners, including the Vietnam National Mine Action Center (VNMAC) at the central level and three selected project provinces: Binh Dinh, Quang Ngai, and Thua Thien-Hue.

Leveraging UNDP’s global and local technical expertise in mine action across various countries, including in Southeast Asia, its extensive experience in managing large projects in Vietnam, its strong governance and public administration expertise, and commitment to sustainable development, UNDP Vietnam has been entrusted by the Korea International Cooperation Agency (KOICA) to implement the project and provide technical support to partners.

In this context, the Project Analyst for Outcome 1 of KVPVP will be responsible for supporting the KVPVP Programme Manager and the Chief Technical Advisor (CTA) in Mine Action in overseeing the management and implementation of KVPVP’s component on Mine Action, with a special focus on explosive ordnance risk education (EORE) and victim assistance. The incumbent will work closely with VNMAC and the Ministry of Labour, War Invalids and Social Assistance (MOLISA) in implementing project activities. S/He will serve as a deputy to the Programme Manager, helping ensure overall quality project management and implementation.

The Project Analyst Outcome 1 on Mine Action will report to the KVPVP Programme Manager and will seek technical guidance from UNDP’s Chief Technical Advisor on Mine Action.

Duties And Responsibilities

The KVPVP Outcome 1 Project Analyst has the following duties and responsibilities:

Facilitate Effective Project Planning And Implementation

  • Ensure the delivery of activities and results under KVPVP’s Outcome 1 on Mine Action, with a focus on EORE and victim assistance. Ensure the delivery of quality outputs within the specified constraints of time and cost as outlined in the project document and the rules and procedures established in the UNDP Programme and Operations Policies and Procedures (POPP) and Government standards, rules, and regulations.
  • In consultation with the Programme Manager and the CTA, prepare the strategic planning, annual work-plan and budget for the project Outcome 1 in accordance with the Project Document for approval by office management and/or Project Board (on a multiyear basis).
  • Ensure that the project outcome 1 plan and budget are entered into the corporate management system; Achieve the outputs described in the work plan.
  • Review Accounts Receivable for their projects and following up with donors on outstanding amounts.
  • Review budgets and work plans monthly and bring to the attention of the Programme Manager any proposed changes.
  • Prepare and monitor implementation of project Outcome 1 procurement and recruitment plans.
  • Regularly review corporate management system project reports, ensuring that revenue, commitments, expenses, and disbursements are complete and accurate, and detecting erroneous or unauthorized charges.
  • Receipt Goods, Services & Works: verify, document, and record satisfactory receipt of goods, services, and works on a timely basis in accordance with POPP;
  • Ensure that project funds are adequately reserved to cover the full cost of project personnel and direct project costs.

Monitor And Report On Progress In Implementing Project Outcome 1 Activities And Achieving The Targets Set, With a Focus On EORE Activities And Victim Assistance

  • Provide technical inputs to develop baselines and indicators for project monitoring and evaluation and coordinate the finalization of detailed results framework for Outcome 1 activities. In coordination with the Programme Specialist – M&E, develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting.
  • In coordination with the Programme Specialist – M&E, monitor project Outcome 1 activities and initiate the designation of projects as operationally closed, then financially closed.
  • Lead the implementation of project Outcome 1 monitoring, evaluation, and results framework to identify plan deviations and other problems; and make needed course corrections within agreed upon tolerances to achieve results.
  • Conduct field visits as required to verify project activities relative to stated targets and provide regular field updates to the Project Manager.
  • Support the development and conduct of mid-term and annual reviews, and end line assessment; Follow up on the implementation of decisions, recommendations, and course corrections.
  • Manage and monitor Outcome 1 project risks register, including social and environmental risks.
  • Contribute to the preparation of corporate, donor reports in line with the reporting schedule and UNDP and donor requirements focusing on Outcome 1 activities.
  • Contribute to proper operational and financial closure of the project Outcome 1.

Develop and maintain strategic partnerships and coordination;

  • Maintain close working relations and regular contacts with the Government partners (VNMAC/MOND and DSA/MOLISA) on the implementation of the project within the relevant competencies.
  • Ensure adequate flow of information, discussion and feedback among the various stakeholders of the project.
  • Closely work with UNDP communication staff to develop communication and advocacy products, including blogs, news, videos, stories, etc.
  • Closely work with the Project Analyst of Outcome 2 to ensure close coordination and sequencing between activities and the two components.
  • Frequently travel to project provinces to provide support to implementing partners at provincial level and ensure the timely delivery of Outcome 1 activities, with a focus on EORE and victim assistance.

Ensure Gender Mainstreaming

  • Ensure gender is effectively and genuinely mainstreamed throughout the project cycle including context analysis, activities, results framework, budget, knowledge products, reports in line with UNDP Global and National Gender Equality Strategies.
  • Ensure gender sensitive recruitment throughout teams, consultancy and personnel management activities to the extent possible.
  • Ensure knowledge on gender equality is incorporated in Project Knowledge management activities and products.

Education

Required Skills and Experience:

  • Advanced university degree (master’s degree or equivalent) in Business Administration, Economic Sciences, Political Sciences, Social Sciences, Public Administration, Project Management or related field is required.
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience

  • Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in providing management advisory services, design, monitoring and evaluation of development projects, and/or leading and managing projects in the fields of mine action, social assistance, poverty reduction/livelihood development for vulnerable people, such as persons with disabilities and social assistance beneficiaries is required.
  • Experience in the development sector, either with an international organization, non-governmental organization or Government
  • Experience and proficiency in Microsoft Office programs.
  • At least 5 years of professional experience in project management including planning, implementation, Monitoring & Evaluation, and reporting.
  • Experience in working, liaising, and collaborating with a UN agency, and with the Ministry of National Défense and/or MOLISA.
  • Prior experience in mine action, EORE, and EO victim or person with disability assistance.
  • Experience in coordinating projects in multiple provinces.
  • Previous experience in project management in international organizations

Required Languages

  • Fluency in spoken and written English and Vietnamese is required.
