Head of programs

To lead, develop, and manage the program team to achieve the aspirations of the ATAA strategy through program development, effective coordination, consolidation, technical support, and guidance, while ensuring a cohesive team spirit and motivation to perform. He/she manages and ensures resource mobilization, prioritization, and allocation, as well as work plan coherence, to deliver the ATAA strategy.

Qualifications and Education Requirements

  • A bachelor’s degree in humanitarian studies, organizational management, or international development with significant relevant work experience in these specific areas is essential.

General Work Experience

  • A minimum of 5 years of relevant experience, preferably in the NGO sector, 3 of which should be in senior management positions,
  • Experience in designing, setting up, and coordinating monitoring, evaluation, and impact assessment systems and processes for a program is required.
  • experience in managing funding from a diversity of sources, including governments, aid agencies, and private sector donors.

Roles and responsibilities

  • Provide leadership in the development of strategic plans and budgets for all programs.
  • Provide leadership to the Programs Team towards achieving the objectives of the ATAA Strategy.
  • Ensure ATAA’s program activities are grounded and strongly interlinked.
  • Ensure the quality of the implementation of all projects.
  • Ensure that learning is documented by the program team in the most effective way.
  • Support the general manager in developing and managing relationships with donors.
  • Lead on the development of program ideas into quality grant proposals.
  • Ensure close monitoring of the program’s work in the field to ensure alignment with and contribution to ATAA’s strategic plan.
  • monitor the flow of information, and provide systemic documentation of quantitative and qualitative achievements in the field and lessons learned therefrom.
  • Ensure the quality and timely submission of quarterly, annual, or required program and project performance reports as per desired standards and guidelines.
  • Ensure compliance with approved programs and projects plans.
  • Represent ATAA in various program-related knowledge sharing and INGO clusters and share feedback with the team.
  • Develop, monitor, review, and update the program department’s activity and work plan to ensure that it attains its objectives as cost-effectively and efficiently as possible.
  • Review and approve program concepts and partner financial requests as per organizational processes and procedures.
  • Manage the expenditure and disbursement of resources allocated to the program department.
  • Review program expenditures from the program line staff to ensure conformity to the Financial Monitor and advise on program and project spending and variance reports as per organizational processes and procedures.
  • Lead and manage the program team to achieve its mandated targets in accordance with annual operational plans.
  • Ensure an empowering work environment and team building in compliance with ATAA values, principles, and attitude.
  • Ensure an enabling environment for staff performance, recognition, and reward of the program team to encourage staff productivity, innovation, and performance (e.g. facilities, equipment, duty facilitation, team building, etc.).
  • Participate in the review of staff job descriptions and the setting of performance standards.

  • Assigns performance objectives to supervised staff, conducts a comprehensive performance appraisal of supervised staff, and provides or obtains feedback when necessary.
  • Ensure that the performance records of staff under supervision are submitted to HR on time.
  • provides induction, training, coaching, mentoring, and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively.
  • works with the HR function to identify training needs and development opportunities for supervised staff.
  • Participate in the review and update of ATAA policies and procedures and advise the SMT on the potential implications of the new system, policies, and procedures.
  • Implement all necessary policies and procedures to ensure that correct procedures are followed by staff under supervision.

Skills

  • Languages: fluent in English and Arabic (writing –reading –speaking) Other languages will be desired, especially Turkish.
  • Computing: Proficient in Microsoft Office, including Excel, Word, Outlook, etc.
