PROGRAMS DEVELOPMENT AND QUALITY COORDINATOR SOUTH SUDAN

JOB SUMMARY

This position, reporting to the DC D-Programs, is a central position for CARE South Sudan’s efforts to strengthen the quality of its programming; and ability to innovate, learn and adjust to continually changing realities in the country. The position will cover the whole program and project; designing and evaluating program frameworks, developing projects on the basis of the program frameworks; ensuring the systems are in place to monitoring and evaluate impact. The position leads a team of staff that drives improvements in MEAL, strategic partnership, advocacy and Governance, proposal development and reporting. The incumbent will focus on ensuring that CARE programs and projects address the underlying causes of poverty and vulnerability in line with CARE’s and industry standards and best practices.

The Program Quality and Development Coordinator is responsible for the implementation of the country office accountability framework; manages impact measurement and knowledge management frameworks at CARE and promotes coordination across the Program leadership. She / he plays a key role in devising and implementing the Country Office Strategic direction and ensures that the CO’s progress against its strategic directions are measured, monitored and documented, and its strategy adjusted as appropriate to ensure that CARE remains relevant and effective within the South Sudan context. She/he is responsible for leading fund-raising efforts; maintaining strategic relations with relevant donors; and ensuring timely and quality donor reporting within CARE South Sudan. She/ he will undertake a proactive approach to map out existing opportunities and finalize a business development/ fund raising strategy with necessary country office and regional input. She/ he will work with proposal development teams, consultants and partners on proposal and concept note development and marketing them with donors. The incumbent will enhance the capacity of CARE and partner staff on proposal policies-procedures, standard forms for specific call, and requirements for different bids. She/he will review current and future calls and guide CARE on where to participate. Building and nurturing strategic relationships with traditional and non-traditional donors, UN agencies, and other stakeholders is a key to this position. Ensure that grants are managed effectively through appropriate, timely and detailed communication and reporting to key stakeholders. Encourage and facilitate the documentation of promising practices and lessons learned in program development, grant management and resource acquisition. This position is based in Juba, South Sudan.

RESPONSBILITIES

1. Business Development and new Program Design

• Work closely with the DCD-P to operationalism the funding strategy, ensuring alignment with context humanitarian needs, response strategy as well as operational feasibility and technical quality.
• Monitor and analyze new funding opportunities that align with the overall response strategy and allow the CO to meet the intended strategic objectives.
• Support the Programme Coordinators in evaluating funding opportunities and facilitating the go – no go processes to ensure that there is an adequate filtering process that ensure that prospective projects / programs fit with the overall Country strategy
• Work with Programme Coordinators and project managers to capture programming gaps/opportunities and lessons learned from on-going projects to inform new intervention designs.
• Support CARE SS propositioning efforts, including gathering intelligence on donor priorities.
• Work with Sector leads to develop Concept Notes Guide the proposal development process for all new funding opportunities, working closely with the DCD-P to ensure alignment with CO strategy.
• Ensure engagement of key stakeholders (e.g. government ministries, communities, sector leads) in the proposal design process.
• Lead CARE’s component of joint design with partners for consortia interventions and negotiate CARE’s role with partners, in coordination and consultation with the DCD-P
• Lead the Proposal writing, working closely with Sector advisers for the intervention design and Finance for the direct project cost budgeting, ensuring donor compliance and competitiveness
• Facilitate the review process of design documents with CMP/Regional focal points and CO SLT and final submission.
• For awarded grants, ensure complete, smooth transition to program team, which includes actively supporting grant start up process
• If proposal is denied, ensure debrief from donor and disseminate lessons learned to all relevant parties

2. Program Quality Assurance and Representation Support

• Take lead in setting quality standards and ensuring quality control mechanism are in place in close consultation with the MEAL function and Sector Coordinators.
• Ensure proper functioning of CARE SS MEAL system including periodic analysis of data and feedback to program
• Ensure strategic oversight and provide guidance and support to the MEAL function and Sector Teams.
• Responsible for line-management of MEAL coordinator, Programme Coordinators and Program Quality and Development Officer and provide on the job coaching as necessary.
• Ensure all involved staff and stakeholders have copies of approved program design (narrative, logframe, monitoring and evaluation plan, budget, and grant agreement) and that they understand donor regulations, reporting and other requirements.
• Ensure timely and qualitative donor reporting, including managing the MEAL calendar, reviewing reports and doing the final submission to donors.
• Review assessments and baseline reports to gather and prepare background information and data for the design of programs and projects.
• Provide support to grant start-up , close out and any required training with the CMPs, partner and other stakeholders
• Revise program documents as necessary and coordinate with DCD-P, PM and Finance Team to ensure complete approved grant amendments, including Cost and No-Cost Extensions
• Provide support to closeout meeting and process for assigned projects.
• Update key donor mobilization documents (Capacity Statement, facts sheet etc) and Grant Tracker.
• Support in IPIA modifications of existing project contracts.
• Support in maintaining oversight of on-line projects filing system.

3. External engagements and coordination

• Provide updates on CARE programs to external stakeholders as needed (e.g. in cluster meetings and 5 Ws reports), and facilitate the development of monthly Sit Rep Reports for internal CI dissemination.
• In coordination with DCD-P and Program/Sector Managers, ensure CARE South Sudan representation at coordination meetings with donors, stakeholders, INGOs, local organizations, and government officials, and share updates of meeting outcomes to inform program decision-making.
• Maintain strategic relations with all current and potential donors keeping donors and partners updated on the contextual changes
• Coordinate with Program Manager (PM) and DCD-P to support regular, positive, and productive communication with respective donor representatives, and partners regarding the implementation of program activities
• Engage with donors and network in South Sudan for new business development; for coordination , cross learning with other INGOs

4. Managing Technical staff

• To lead the Program Quality Team in a manner that empowers them to deliver high standards of work and to maximize beneficial outcomes for vulnerable women and children, partners, donors and other key stakeholders. Including but not limited to:
• Communicating to the Program Quality Team and any consultants a clear and exciting vision for the work of CARE and for the role of the Program.
• Ensuring that each member of the team fully understands the outcomes that are expected of them and that they are aware of best practice in program quality and learning.
• Ensuring that work is planned and organized in a way which will meet the needs of CARE staff and partners in the most cost-effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
• Supporting team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, assisting staff to prevent or resolve problems, providing resources, tools and equipment.
• Monitoring and reviewing performance and, in particular, conducting periodic appraisals, holding staff accountable for meeting success criteria and delivering any improvement goals which have been identified, taking decisive action in the case of poor performance.
• Ensuring that staff are adequately trained and developed for their roles

5. Capacity development for CARE and partner staff

• To lead the development and implementation of systems, methodologies, and tools for enhancing the technical capacity of implementation partners and CARE South Sudan staff. Including but not limited to:
• Leading the Program Quality team in understanding their role as capacity builders and consultants to the program teams (rather than as directly responsible for implementation}; providing them with training and coaching to build the necessary skills to drive improvements in M&E, strategic partnership, advocacy and communications, knowledge management, strategy development and technical innovations in the areas of gender, protection and accountability.
• On an ongoing basis, considering the implications of external research findings and internal M&E data for staff and partner learning and development needs; ensuring that appropriate interventions are developed as a result.
• Liaising with the HR Department to ensure the development and implementation of harmonizing reporting structures for cross-cutting technical staff (including M&E}, and advancement of GED issues by supporting the internship program and implementation of child protection/PSEA/code of conduct for staff
• Liaising with the HR Department to ensure that suitable Learning & Development opportunities are provided to staff (and partners if appropriate}; leading the Program Quality team in facilitating workshops and other learning events according to available expertise and identified needs

6. Promote Gender Equality and Diversity & Safeguarding Practices

As a CARE ambassador, the PDQ Coordinator is required to ensure gender equity and diversity (GED) within the team and nurture CARE’s core values and code of conduct. This will require PQL Manager to support the recruitment of MEAL staff and those who will be engaged in MEAL work. Practice behavior that is consistent with CARE’s core values, and promotion of gender equity and diversity goals. Play a leadership role in identifying and implementing initiatives that enhance CARE’s commitment to gender and diversity. Ensure that CARE Safeguarding policies and procedures are adhered to by supervisees. Ensure that staff and related personnel in her/his team are familiar with key organisational policies and procedures and can identify when needed how these may have been breached; The CI Safeguarding policy, Protection from Sexual Harassment; Exploitation and Abuse and Child Abuse, The anti-discrimination and harassment policy; and The code of conduct and the organizations Values.

QUALIFICATIONS:

• Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)
• Master’s degree in Social Sciences, Development studies or other related fields or combination of relevant education and experience
• 5 years of experience in working in a conflict context supporting humanitarian assistance programs
• Advanced formal, written communications
• Understanding of and experience with various donor proposal and reporting requirements
• Familiarity with the South Sudan context
• Proficiency in data visualization approaches and tools
• Minimum of 10 years working experiences in relief and development contexts
• Demonstrated success in securing international development funding from sources such as USAID/OFDA, EU/ECHO, DFID, GAC, DRA the UN and other institutional donors
• Excellent written and oral communication skills in both English
• Excellent analysis and written skills for writing concept papers and design documents (including log frames and indicators).
• Demonstrated proposal development experience, including managing proposal development teams.
• Computer knowledge including Word, Excel, and Power Point
