Here at Human Appeal we have an exciting opportunity for the Programmes Coordinator-Afghanistan position,**​**to be based remotely in Afghanistan.

Position Summary:

The Programmes Coordinator (PC) position will be responsible for leading the implementation of Seasonal and Emergency Response Programmmes for Afghanistan. The position is responsible for representing Human Appeal’s interests with local authorities, beneficiary communities and other key stakeholders in Afghanistan. He/She will work to ensure program quality and operational implementation, as well as growth where appropriate and feasible, and strong representation. The Programmes Coordinator will ensure that projects and programmes address beneficiary needs and are implemented according to Human Appeal’s global strategy, donor guidelines, approved work plans and budgets.

Job Responsibilities:

QUALITY PROGRAM IMPLEMENTATION, DEVELOPMENT AND REPORTING (40% of time)

  • Responsible and accountable for effective programme implementation and development in accordance with Organization’s strategies, organizational and donor policies for quality programming.
  • Ensure that technical support is provided to the field teams and volunteers during the implementation of projects and timely support from technical staff / subject specialists and MEAL team is provided for program design, management and reporting.
  • Contribute to operational strategy and proposal development and resource mobilization efforts for Afghanistan.
  • Provide guidance and direction to field teams and volunteers for effective planning, implementation, and monitoring of agreed plans of respective budgets.

COORDINATION (30 % of time)

  • Ensure coordination and information sharing between technical and operation teams of both country offices i.e. Pakistan and Afghanistan.
  • Regularly coordinate with MEAL teams to ensure verified data is shared in internal and external reports and other documents.
  • Regularly coordinate with Communication and Media teams for drafting and finalization of case studies, one pager and other external communication documents related to program operations.
  • Facilitate the proper circulation of information on the program related issues.
  • Visit HA intervention areas to document/ verify project reports, support donor and external delegate visits where applicable.
  • When required provide liaison support at national/provincial level meetings with different Government departments, NGOs/INGOS, UN and government agencies for ensuring good working relationship and timely facilitation for Save the Children interventions.
  • Comply with and promote HA policies and practice n code of conduct, safety and security, equal opportunities and other relevant policies and procedures.

REPRESENTATION (10% of time)

• Represent HA in meetings, advocate and promote program goals and objectives, and communicate with major partners on policies.

• Liaise with other institution and organization for developing consortia as per organizational strategy.

• Represent HA vis-à-vis local authorities in the area of intervention for all issues linked to the program, in coordination with the Program management team for Afghanistan.

BUDGET FOLLOW UP (10% of time)

  • Development of forecast for the projects and oversee effective financial management of the program’s grant/s and activities.
  • Monitor the projects spending and provide justification for the budget variance.

OPERATIONS (10% of time)

  • Participate in the elaboration of the projects’ procurement plans, according to the thresholds and procurement processes.
  • Plan and approve movements and needs for vehicles for his/her program.
  • Work closely with the Programme management team for Afghanistan through follow up on project related procurements, processing and submission of approved purchase requests.

Qualification & Experience:

  • Bachelors 4- year’s degree in Disaster Risk management, social sciences, or management sciences or related field.
  • Basic knowledge of DRR, development and/or emergency programming in Afghanistan;
  • Basic understanding of safety and security protocols and local context.
  • At least 5 years’ experience working on DRR and resilience building projects in development sector;
  • Experience in the provision of administrative and logistical support and organization
  • Experience in research, analysis, and report writing;
  • Experience in working with government officials and non-governmental organizations;
  • Demonstrated experience in working in complex working environments;
  • Excellent knowledge of Microsoft Office software packages (MS Word, Excel, Access etc.) and experience in handling web-based applications
