About Us

HALO has a growing presence in Latin America and is significantly increasing the scope and scale of its Weapons and Ammunition Management (WAM) project in El Salvador, Guatemala and Honduras. HALO’s goal in Central America is to reduce human suffering by reducing armed violence and other drivers of migration. Over the next three years, HALO will deliver an ambitious institutional capacity development and mentoring programme for national security forces. The objectives of the programme is to strengthen the effective management of national stockpiles of weapons and ammunition. HALO seeks an exceptional leader to take up the new and exciting role of Programme Technical Lead (PTL) to effectively coordinate, and safely deliver, the programme’s activities to national partners.

About the role

Reporting to the Programme Manager (PM), the PTL will provide leadership and direction to the programme’s technical staff in all three countries. The PTL will act as a critical link between the programme’s technical team, and HALO global department leads including the Head of WAM (HoW) and the Chief Global Technical Advisor (CGTA). The PTL will ensure WAM training activities are delivered to the highest possible standard, and in accordance to HALO’s standard operating procedures (SOPs), policies and WAM Training Frameworks. The PTL will:

  • Help develop and deliver an institutional WAM Capacity training needs assessment tailored for each institutional partner
  • Coordinate the development of a multi-year training package based on HALO’s WAM training framework and competencies as described in the IATGs and MOSAICs
  • Develop and execute country specific annual stakeholder training plans and corresponding work plans
  • Guarantee WAM projects are risk assessed, employ correct technical approaches, and have sufficient equipment and resources to deliver the planned operations effectively
  • Attend coordination meetings with relevant national stakeholders advising on national and international technical standards
  • Undertake regular regional internal capacity and capability gap analysis and present solutions to the PM as part of an ongoing strategy review for the Programme
  • Lead, train, and mentor technical specialists (the PTL’s direct reports), enabling them to carry out their roles effectively, and in doing so, facilitate their personal growth and professional development.
  • Review HALO risk assessments, report emerging risks and recommend mitigation measures
  • The PTL will be prepared to deputise for the PM when situations require it.
  • Work within the framework of HALOs core values and standards.
  • Ensure familiarity with and adhere to all HALO policies and procedures.
  • Undertake the role in an emerging country context and where standards of living may be basic.
  • Undertake the role in a manner appropriate to the cultural context and within the local legal framework

There is flexibility in where the role is based, however regular travel will be required between regional countries.

Requirements

Essential Experience

  • Demonstrable experience working with military and/or security force leadership

Essential Skills and Knowledge

  • Proficiency in spoken and written English
  • Ability to build effective working relationships
  • Strong analytical and problem-solving skills and the ability to handle a range of management and coordination issues
  • Strong IT skills are essential
  • Strong written and verbal communication

Desirable Qualifications, Skills and Experience

  • Prior experience reviewing, designing and implementing WAM/EOD training packages
  • Proficient knowledge of Small Arms Light Weapons life-cycle management
  • A comprehensive understanding of ammunition life-cycle management
  • Proficient knowledge, and experience applying, the International Ammunition Technical Guidelines (IATG) in under-resourced countries
  • Proficient knowledge, and experience applying, the Modular Small-arms-control Implementation Compendium (MOSAIC) in under-resourced countries
  • Ammunition Technical Officer qualification
  • IMAS Level 3 Explosive Ordnance Disposal qualification
  • Military or police background beneficial
  • A background in project research, design and evaluation
  • Individuals with spoken and written Spanish are strongly encouraged to apply
