Position Title: Programme Support Unit Coordinator

Duty Station: Chisinau, Moldova, Republic of

Type of Appointment: Special short-term graded, six months with possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Regional Director of IOM Regional Office for Eastern and South Eastern Europe and Central Asia and direct supervision of the Chief of Mission (CoM) of

IOM Moldova, and in close coordination with the Emergency Coordinator, the Head of the Migration Governance Unit and Head of Resources Management Unit, (HRM), the Programme Support Unit (PSU) Coordinator will be responsible for managing the Programme Support Unit of Moldova Country Office (CO), providing programme support and coordination including project development and reporting, Monitoring and Evaluation (M&E), communication and public information, and donor liaison in Moldova.

Core Functions / Responsibilities:

  1. Coordinate and contribute to the design and development of new programmes, projects and activities based on solid results framework and in response to emerging trends and priorities, as well as donor interests and requirements, in close coordination with the CoM, Regional Office, Programme Managers, as well as with Government counterparts and other relevant public/private sector’s partner organizations.
  2. Act as a Focal Point for coordinated donor liaison and resource mobilisation efforts in CO, including development, management, and monitoring of a resource mobilization strategy in close coordination with the CoM and Heads of relevant units.
  3. Ensure project development and reporting standards abide by IOM policies and procedures.
  4. Maintain up to date knowledge and archiving of all programme implementation data in Moldova and set-up the M&E framework of the CO.
  5. Maintain, contribute to, and where necessary, establish knowledge management systems covering both migration policy, internal policies, operational issues, and programmes within Moldova CO and coordinate with CoM, Programme Managers, and other relevant internal or external stakeholders as appropriate to ensure they are effectively utilized.
  6. Advise Project Managers in monitoring projects to generate data and inform/identify in advance implementation challenges with the view to identify solutions to support the delivery of activities within the designated timeframe.
  7. Provide trainings and organize webinars to train relevant staff in CO on project development, reporting, and M&E, as well as the roll-out of institutional updates and guidance material.
  8. Liaise between different units to ensure that IOM financial standards and reporting requirements are met and observed.
  9. Ensure regular and timely reporting on progress, including sitreps for IOM’s regional response and inter-agency coordination mechanisms.
  10. Produce externally facing information products in coordination with the CoM, and relevant units, including factsheets and issue briefs.
  11. Coordinate the drafting of consolidated achievements reports against agreed-upon benchmarks and develop and implement a robust communication strategy in CO.
  12. Support the C with the development and roll-out of strategic and policy documents, including the country strategy.
  13. Coordinate contributions for and compile various periodic reports including end of the year review, IOM inputs to the United Nations Sustainable Development Cooperation Framework processes, as well as inputs for regional and Headquarters (HQ) processes.
  14. Engage in consultations and coordination with the relevant Units and Thematic Specialists at the CO and Regional Office level to promote institutional policy and programmatic coherence, as well as clarity and consistency of messaging towards external partners and stakeholders.
  15. Provide guidance, support, and oversight to the work Programme Support Unit (PSU) team (Project Development, Communication and M&E staff).
  16. Identify, train and supervise Programme Support staff and build capacities of Implementing Partners in preparing and consolidating progress reports to ensure adequate grant management.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated expertise and experience in project development, reporting and management;
  • Demonstrated experience in coordinating projects and providing policy support;
  • Demonstrated experience in donor liaison;
  • Previous experience with and knowledge of US and EU funding mechanisms; knowledge of other countries’ funding mechanisms is an asset; and,
  • Experience in liaising with governmental authorities, other national/ international institutions, and NGOs.

Skills

  • Knowledge of the humanitarian inter-agency coordination systems and UN frameworks;
  • Have expertise in monitoring and evaluation;
  • Sound judgment and initiative; ability to work with a high degree of independence within assigned areas;
  • Excellent communication, analytical and interpersonal skills;
  • Strong interpersonal and teamwork skills; courtesy, tact and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds;
  • In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization; and,
  • Successfully managed projects and provided programme support (project development, communications, liaison etc.).

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Romanian and/or Russian is an advantage.
