Mission and objectives

IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.

The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.

Context

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners.

In 1991 Hungary became a member state of IOM, and the following year the organization established its office in Budapest. Since the signature of the agreement between IOM and the Government of Hungary (7 April 1992), the IOM Mission has enjoyed diplomatic status. Since then IOM has managed numerous projects in the fields of counter-trafficking, migration and health, labour migration and integration, assisted voluntary return and assistance to migrants in transit, and ran several public information campaigns on migration issues in Hungary and participated in various research activities.

The IOM office in Hungary continues to be actively involved in building the Government of Hungary’s capacity to manage migration issues through training, and organizing regional and international exchange programmes, conferences and research projects. IOM Budapest has also established partnerships with a number of relevant non-governmental organizations that assist migrants and victims of trafficking in Hungary.

From November 2000 to July 2011, IOM Budapest functioned as a “Mission with Regional Functions” (MRF). First providing direct support, supervision, and assistance to IOM’s missions in the Central European region, the regional functions of the office in Budapest were then expanded to include IOM missions in South-Eastern Europe. MRF Budapest therefore not only ensured the effective sharing of core resources and expertise between the Field Offices under its responsibility but also a consistent approach in important areas such as project development and the application of administrative and operational policies and procedures throughout the Organization.
Since 2011, IOM Budapest has been the Country Mission for Hungary.

The successful candidate under this UNV assignment will assist under the direct supervision of the Head of Office and in close co-ordination with Resources Management Officer and Programme Managers in the implementation of information management, monitoring and evaluation aspects of IOM programmes and projects under the purview of IOM Hungary, in particular, in line with the expectations of IOM and partners information management, monitoring and evaluation requirements.

Task description

Within the delegated authority and under the supervision of Head of Office or his/her designated mandated representative(s), the UN Volunteer Programme Support Specialist (Information Management and Monitoring and Evaluation) will:

• Assist the Head of Office in the development and implementation of an overall framework for project/programme information management and monitoring and evaluation.

• Assist IOM staff and implementing partners in both quantitative and qualitative monitoring aspects, including the provision of technical advice for ongoing evaluation of programme/project activities, effects, and impacts, and complying with project specific reporting requirements.

• Assist in drafting and reviewing regular project/programme monitoring reports for internal as well as external stakeholders.

• Support standardized and principled sharing of data pertaining to indicators of programmes/projects performance and achievements.

• Assist in the process of identifying key performance questions, indicators and parameters for monitoring programmes/projects performance and achievements.

• Provide technical support to Project Managers, staff and partners to use data effectively for decision-making. Identify and suggest opportunities for training on M&E.

• Work closely with IOM Hungary Units and ensure fluid sharing of information among teams as well as the relevant units in the Country Office.

• Organize trainings and participate in providing procedural and technical guidance/support and respond to M&E activities/documentation queries from staff.

• Assist Units in ensuring output and outcome achievements are reflected and updated in a timely manner based on a Results Based Management (RBM) Framework approach.

• Maintain accurate and pertinent records of all information management, correspondence, monitoring and evaluation products and tools as well as reporting files, and administration information.

• Perform such other duties as may be assigned.

Results/expected outputs:

• As an active IOM Hungary team member, efficient, timely, responsive, client-friendly and high-quality support rendered to IOM Hungary and its beneficiaries in the accomplishment of her/his functions, including:

o Assistance provided in the development and implementation of an overall framework for project/programme information management and monitoring and evaluation.

o Technical advice provided for ongoing evaluation of programme/project activities, effects, and impacts, and complying with project specific reporting requirements.

o Organized trainings and participation in providing procedural and technical guidance/support and respond to M&E activities/documentation queries from staff.

o Maintenance of accurate and pertinent records of all information management, correspondence, monitoring and evaluation products and tools as well as reporting files, and administration information.

• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.

• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Requirements

Required experience

3 years of experience in international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;

• Proven experience in the development and implementation of monitoring and evaluation tools and methodologies;

• Proven experience with M&E methods and approaches, planning and implementation of M&E systems, information/data analysis;

• Proven experience in report writing;

• Strong ability to understand, develop and implement administrative and financial control procedures;

• Excellent oral and written skills; excellent drafting, formulation, reporting skills;

• Accuracy and professionalism in document production and editing;

• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

• Have affinity with or interest in migration, volunteerism as a mechanism for durable development, and the UN System.

Naturally the cost is dependent on location, size and condition. Food accounts for approx. a quarter of an average Hungarian resident’ monthly salary. There are many good restaurants tailored to a variety of budgets. Hungary’s well-developed public transportation system is not only convenient but also extremely affordable. UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.
