Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Officer (TRD), the Programme Support Officer (Transition and Recovery) will support the oversight and coordination of the mission’s Transition and Recovery Unit (TRU), focused on the unit’s project development, reporting, information management, monitoring, evaluation, accountability and learning (MEAL), and similar activities.

The TRU is comprised of three programmes: (a) Community Participation and Cohesion, (b) Peace, Security and Human Rights, and (c) Veterans’ Reintegration. The thematic areas of work encompass community stabilization, durable solutions, early recovery, violence prevention, peacebuilding, reintegration of ex-combatants, inclusion of displaced populations in democratic processes, reparations, and transitional justice.

Core Functions / Responsibilities:

  1. Draft and consolidate regular analytical, strategic and thematic reports, press releases, and documents on transition and recovery approaches and priorities, for internal use and external distribution to donors, government, partners and other counterparts.
  2. Consolidate and analyze data on programmes, projects and activities, for the timely preparation, review, and submission of all project reports to donors, in line with specific IOM and donor requirements.
  3. Draft periodic updates, programme summaries, data dashboards, compilations of lessons learned and good practices, and other relevant information materials and statistics according to specific project needs.
  4. Facilitate quality and timely contributions to the mission’s information management (IM) mechanisms, set up ad hoc IM processes as needed, and coordinate the inputs from TRU’s programme leads.
  5. Collaborate with MEAL and IM staff in the Programme Support Unit for quality and timely MEAL and IM processes, and provide recommendations for technical capacity building and guidance for transition- and recovery-specific modalities.
  6. Provide technical inputs for the preparation of concept notes and proposals in line with strategic, resource mobilization, and operational priorities and needs, and coordinated with relevant programme leads and units.
  7. Contribute to liaising with the donor institutions and organizations, other IOM Missions, Regional Offices, and Headquarters through exchange of information on project development, implementation, and reporting.
  8. Support the development and update of donor profiles and priorities related to transition and recovery, research, and recommend funding opportunities.
  9. Provide technical support in analyzing and compiling transition- and recovery-related trends and issues with a view to identify strategic, programmatic and programme-specific opportunities.
  10. Undertake site visits and duty travel as required to meet with beneficiaries, partners, and/or donors; to monitor project progress; and/or to support staff working on relevant topics.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Peace and Conflict Studies, Economics, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in monitoring, evaluation, accountability, learning, and information management;
  • Experience working with specialized international agencies (UN Agencies, InternationalOrganizations, and International NGOs);
  • Experience in a crisis context and emergency operation is an advantage;
  • Knowledge and experience of community stabilization, durable solutions, early recovery, violence prevention, peacebuilding, reintegration of ex-combatants, inclusion of displaced populations in democratic processes, reparations, and transitional justice programming will be considered a strong asset.

Skills

  • Excellent, proven record of English writing, especially of project documents, reports, and proposals;
  • Excellent communication and interpersonal skills as well as strong strategic, critical, and creative thinking;
  • Demonstrated computer skills, including Microsoft Office365 (e.g. Word, Excel, Outlook, PowerPoint, etc.);
  • Practical knowledge of applying conflict sensitivity principles and approaches;
  • Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
  • Ability to supervise, train, and direct staff in a complex conflict context; and
  • Ability to work effectively within a team to obtain shared objectives.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either Ukrainian and/or Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
