Context:

Under the overall supervision of the Head, Project Development & Programme Support (PDPS) Unit, Sana’a and direct supervision of the Programme Coordinator (Programme Support Unit (PSU)), the Programme Support Officer will provide technical inputs and guidance to assist in the development of strategies, methodologies and contingency plans that respond to new and emerging operational challenges for IOM Yemen in line with the IOM Yemen Response Strategy and MENA regional strategy, as well as support the Country office (CO)’s project development, Monitoring and Evaluation (M&E) and donor reporting.

Core Functions / Responsibilities:

  1. Consolidate inputs in view of developing responses, recommendations and approaches towards emergency response, and community stabilization and migration management activities in Yemen, in line with the CO’s strategy and crisis response plan.
  2. Provide technical inputs for the development of strategies, methodologies and contingency plans that respond to new and emerging operational challenges for the country, through a consultative process with senior and programme staff.
  3. Support the organization’s project development actions by identifying potential donors, maintaining regular contact with donor relations counterparts and providing technical inputs and drafted sections of project funding submissions/proposals and appeals.
  4. Consolidate and analyze data on programme implementation and indicators to facilitate the preparation of interim and final donor reports as well as CO, regional and Headquarters periodic and activity-specific reports, as may be required.
  5. Undertake regular in-country and field visits in Yemen to provide technical and procedural information and guidance to support donor liaison, project development and reporting efforts.
  6. Assist with the development of M&E data collection and quality assurance tools, as well as with data collection, analysis and reporting.
  7. Support and assist in liaising with relevant authorities, United Nations agencies, non-governmental organizations and other stakeholders.
  8. Research, analyze and draft other documents necessary for project development, reporting and donor liaison purposes.
  9. Take part in planning, organizing and implementing the Project Development/M&E work plan, including updating of the project, reporting and contract schedules for all IOM Yemen projects.
  10. Keep accurate and pertinent records of all correspondence, project development and reporting files and administration information.
  11. Provide general administrative and technical support for the preparation and organization of conferences, meetings, training and other events, as well as communication and liaison with donors, counterparts, and relevant Yemeni authorities.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Public Policy, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience

Experience

  • Experience in coordinating with managing various programme units and ability to establish and maintain working relations with government counterparts, UN agencies;
  • Previous experience working in an international organization and knowledge of the UN is essential;
  • Previous experience with and knowledge of emergency and transitional programmes funding mechanisms is essential; knowledge of other countries’ funding mechanisms is an asset;
  • Previous work in relevant issues such as migration, displacement, livelihoods, humanitarian assistance, the Middle East, or Yemen advantageous; and,
  • Experience in programme development, project monitoring and evaluation required

Skills

  • Good project development and report writing skills;
  • Good knowledge of programme management cycle;
  • Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets, word processing etc; and,
  • Strong understanding of the UN and IOM Rules Regulations and practices are advantageous.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
