Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The European Union (EU)-IOM Joint Initiative for Migrant Protection and Reintegration in Africa

(EU-IOM Joint Initiative) supports the efforts of African partner countries along the Central Mediterranean migration routes to strengthen migration governance and respond to urgent protection needs of migrants. The Initiative implements projects in 13 countries alongside a regional component: Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Guinea, Ghana, Mali, Mauritania, Niger, Nigeria, Senegal, The Gambia, The main areas of activity include: (i) increasing protection and assistance for vulnerable and stranded migrants; (ii) facilitating voluntary return; (iii) achieving sustainable reintegration; (iv) enhancing government and stakeholder policies and responses; (v) giving access to accurate information; and (vi) improving data on migration flows, routes and trends as well as migrants’ needs and vulnerabilities. The

Joint Initiative is coming to an end in 2022 and IOM is developing the Migrant Protection, Return and Reintegration in Africa Programme (MPRR), a new cross-regional programme succeeding the EU-IOM Joint Initiative in 2023

Under the overall supervision of the Joint Initiative Senior Regional Coordinator, and the direct supervision of the Regional Programme Coordinator in Dakar, the successful candidate will provide programmatic support to the Regional Coordination Unit of the Joint Initiative, with a focus on reporting and coordination.

Core Functions / Responsibilities:

  1. Contribute to the development of communication protocols, reporting and information-sharing guidance, tools and system, in coordination with programme management and country offices to facilitate improved information sharing between all Countries under the Joint Initiative/MPRR. Facilitate coordination at the cross regional level.
  2. Support the Regional Coordination Officer in facilitating and coordinating the implementation of the main activities foreseen by the projects, including regional activities.
  3. Monitor projects progress, specifically aimed at increasing effectiveness and recommending appropriate action. Support the Regional Coordination Officer in coordinating all staff assigned to the project, as well as consultants recruited to support and/or undertake specific activities.
  4. Support the drafting and reviewing of periodic regional and national reports prepared by IOM missions and draft progress and other reports to facilitate proper information exchange on all operational aspects between IOM, the EU, and other stakeholders.
  5. Support in reporting on programme status, impact and response to specific issues to a variety of audiences, including media, and through various formats.
  6. Assist the regional M&E Officer and the Regional Programme Coordination Officer in coordinating and reviewing activities carried out by external monitoring actors at country and regional level, as per need. Facilitate exchange of experience and lessons learned among targeted IOM Missions to help inform on revisions to regional strategies.
  7. Support the M&E officer and the Regional Coordinator in carrying out regular monitoring check-ins with country offices on work plan and programme progress, expenditures, risks, and potential site visits.
  8. Support the Regional Coordination Programme Officer in sharing information with IOM Missions under the initiative/MPRR, as well as within the Organization, by preparing internal bulletins and periodic operational emails.
  9. Prepare transversal analysis and snap-shot documents as needed.
  10. Provide recommendations to the Programme Manager, based on rolling analysis of and reporting on programming, options aimed at achieving maximum strategic programme responsiveness and accountability to beneficiaries.
  11. Support the Regional Coordination Unit by contributing technical inputs for the development of project proposals and budgets for submission to the EU and liaise/coordinate with Country Office as needed.
  12. Undertake site visits and duty travel as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development, Political, International Relations, Governance or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in supporting project development, and in project implementation and monitoring,or in M&E;
  • Previous experience in working with an international organization, non-governmental orgovernmental institutions/organizations in a multi-cultural setting; • Previous experience in working with the European Union preferred;
  • Exposure to migration programming/issues, in particular on topics related to protection, return,reintegration;

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
