Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Programme Officer in Kabul, the Programme Support Officer will be assisting the implementation of the International Organization for Migration (IOM) Afghanistan’s country-wide programming.

Core Functions / Responsibilities:

1. Provide technical support to the Senior Programme Coordinator and Project Managers (PM) / Unit Heads in planning, implementation, monitoring and evaluating IOM Afghanistan’s mission strategy and operational project activities.

2. Coordinate, support and undertake project development activities in close coordination with PMs and Senior Programme Coordinator by providing various technical inputs, drafting sections of project funding submissions/proposals and appeals, and checking internal coherence and coordination between programmes.

3. Support PMs in the drafting of periodic reports on programme delivery, including interim and final reports to donors on budgetary expenditure and results, and assisting with timely and high-quality reporting.

4. Support PMs in overseeing all information management / Monitoring and Evaluation (M&E) tools required to track service delivery and identify gaps including reports, mapping, spreadsheets, and others as required.

5. Support in developing and maintaining close collaboration and dialogue with relevant stakeholders, such as Government entities, United Nations (UN) agencies, International Non-Governmental organizations, donors, etc. to enhance project effectiveness and avoid duplication. Provide administrative and logistical support to IOM’s coordination responsibilities within the UN-led coordination structures.

6. Support PMs in monitoring budget in coordination with Senior Programme Coordinator, and Resources Management Unit (RMU) to ensure accurate and timely implementation of all projects.

7. In coordination with relevant colleagues, organize the collection, processing, analysis, documentation of project data for reporting purposes and ensure a systematic approach in data management.

8. Assist in drafting and coordinating communications and advocacy products, such as talking points, briefs, newsletters, presentations and key messages as required.

9. Facilitate the consideration of cross-cutting issues such as gender, children, environment and accountability to affected populations during programme development and implementation.

10. Undertake site visits and duty travel as required.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Minimum 2 years of professional experience with a Government, UN agency civil society/NGO, or a regional or international organization in the domain of migration management, humanitarian service delivery and information management;

• Experience in the coordination, implementation, analysis and evaluation of humanitarian, development, and/or migration management programmes;

• Experience in supporting programme management, including budget planning and monitoring and evaluation;

• Experience with data management.

• Experience in project development, reporting and communication;

• Experience in liaising with government authorities, other national/international institutions, donors and with humanitarian appeals;

• Experience in the field of migration issues, including operational and field experience;

• Experience in liaising with government authorities, other national /international institutions, and donors.

Skills

• Demonstrated communication skills, both written and verbal;

• Demonstrated high level of expertise in project implementation;

• Knowledge of monitoring and evaluation;

• Demonstrated communication skills with government partners.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari or Pasto is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
