Context:

IOM opened its first office in Turkey in 1991 and is now one of the largest globally with over 1,000 staff in 15 different locations across the country, with the main office in Ankara, and sub-offices in Istanbul and Gaziantep. IOM Turkey manages a portfolio of over 50 projects in the areas of migration management, emergency response, community stabilization, and resettlement. To effectively manage a large and complex programme portfolio, IOM Turkey has established a centralized Project Development & Reporting (PDR) Unit based in Ankara with additional staff in Gaziantep and Istanbul. IOM Turkey is therefore seeking an incumbent to assist in supporting specific programme development activities and donor liaison efforts, particularly in the scope of migration management. This portfolio includes projects within the scope of assisted voluntary return, assistance for vulnerable migrants, integrated border management, labour migration, integration, migration health, migration, environment and climate change, counter migrant smuggling, and migrant presence monitoring.

Under the overall supervision of the Senior Programme Development Officer, and the direct supervision of the Project Development and Reporting Officer, the successful candidate will assist in supporting procedures and work processes implemented by the Project Development & Reporting Unit.

Core Functions / Responsibilities:

  1. Provide specific technical inputs to support the organization’s project development actions and apply organizational skills to consolidate inputs and draft specific components or elements of project proposals, concept notes, appeals, Memorandum of Understandings (MoUs), Special Conditions and other types of contracts.

  2. Draft specific elements of monthly, interim, and final reports for donors based on program objectives, work plans, and timelines set by project agreements.

  3. Conduct preliminary review of various reports to contribute to high quality report writing in English.

  4. Contribute specific components for periodic and activity-specific reports from the Country Office (CO), Regional, and Headquarters (HQ), such as the Institutional Questionaire, Bi-monthly CO report, etc. as may be required.

  5. Research and draft elements of other documents necessary for project development, reporting, and donor liaison purposes.

  6. Support donor liaison efforts and provide support to programme coordinators and project managers in the preparation of meetings and other consultations with donors by compiling notes, briefs and other materials.

  7. Utilize templates, tips, mechanisms and guidelines to support resource mobilization and programme development.

  8. Maintain a thorough understanding of IOM Turkey-implemented programs, projects and activities, general and specific donor requirements.

  9. Keep accurate and pertinent records of all correspondence, project development and reporting files, relevant databases and other Project Development and Reporting-related information.

  10. Undertake duty travel as required.

  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Public Policy/Administration, Gender Studies or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience.

Experience

• Experience in liaising with governmental authorities, national/international institutions, United

Nations agencies and non-governmental organizations;

• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;

• Experience in project development and report writing skills;

• Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

• Knowledge of program management cycle.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Turkish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
