Classification : Professional Staff, Grade P2

Type of Appointment : Special short-term graded, nine months with possibility of extension

Context:

Since 2006, IOM Somalia has been implementing a range of humanitarian and development projects in all regions of Somalia. With 6.7 million people requiring humanitarian assistance in 2017, evolving mixed migration flows in and out of Somalia, increasing access and donor interest in Somalia, programmatic scope for IOM is growing rapidly. In this context, IOM Somalia is implementing a multitude of projects and is expanding its sectoral portfolio. IOM Somalia is therefore seeking an incumbent to provide technical support for project development and resource mobilization efforts.

Under the overall supervision of the Deputy Chief of Mission and the direct supervision of Programme Support Unit Coordinator, in coordination with the Programme Support Unit (PSU) team and relevant programme managers, the Programme Support Officer will be responsible for assisting with Programme Support Unit activities, in particular providing technical support and inputs for Project Development, Reporting, Communications, Knowledge Management, and Donor Relations for IOM Programmes in the respective mission.

Core Functions / Responsibilities:

  1. Provide technical guidance and inputs to support the development of new projects in close coordination with the Chief of Mission, Regional Office, including Regional Thematic Specialists (RTS), PSU Coordinator, relevant programme managers, resource management unit, governmental authorities, and international and regional institutions as well as partners’ organizations in public/private sector.

  2. Coordinate and respond to internal inquiries from Headquarters and regional office.

  3. Contribute to the development of project concept notes/project proposal and funding requirements that are based on solid results framework that respond to emerging trends and country and donor priorities and facilitate appropriate coordination with and amongst respective RTS and information sharing.

  4. Explore potential funding sources among government and non-government donors, in line with IOM’s overall strategy in the country, liaise with donor counterparts to discuss programme and project possibilities, and participate in raising funds for new projects/programme.

  5. Coordinate the drafting of interim and final reports for donors and facilitate the timely submission of project reports in compliance with existing project agreements.

  6. Check that programme implementation in IOM Somalia is tracked and monitored and liaise with IOM resource management officers and programme managers to facilitate compliance with financial requirements and regulations as well as donor agreements.

  7. Support the knowledge management of IOM Somalia by generating, sharing, and using knowledge to improve programmes.

  8. Support programme managers and technical units with the implementation of projects, including updating project documents and drafting reports, contracts, and external correspondence.

  9. Supervise and train Unit staff.

  10. Undertake duty travel relating to project/programme assessment, liaison with counterparts, project implementation and technical support.

  11. Follow-up with relevant Country Office staff for their timely inputs in support of the COM.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in implementation and management of emergency response in hardship duty stations and emergency settings with complex operating environments preferred;

• Experience of working with the humanitarian inter-agency coordination and cluster systems;

• Experience in project coordination and implementation, technical writing and editing, preferably in the international development/humanitarian sector;

• Experience in donor relations and report writing for specific donors of IOM’s interest would be an advantage; and

• Experience in liaising with governmental authorities, other national/ international institutions and UN, IOM or INGOs.

Skills

• Demonstrated expertise in coordinating teams;

• Knowledge of monitoring and evaluation;

• Excellent writing skills;

• Excellent people and communication skills and demonstrated ability to establish and maintain effective relationships with stakeholders and partners;

• In depth knowledge of the broad range of migration related subject areas dealt with by the

Organization;

• In depth Knowledge of UN and bilateral donor programming; and

• Knowledge of IOM project development procedures (including PRIMA) and processes.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is based in Nairobi, Kenya with frequent travel to Somalia.
