ORGANIZATIONAL CONTEXT

Operating in Haiti since 1969, WFP has progressively adopted a broad portfolio of both humanitarian and development activities in support of the Government’s work on developing sustainable solutions for addressing hunger and malnutrition, working with donors, United Nations agencies and non-governmental organizations (NGOs). Recently, WFP has been diversifying its portfolio along the humanitarian and development spectrum with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutrition-sensitive activities as well as progressive local purchases; and the provision of emergency logistics, telecommunications, and aviation services. To better support the achievement of SDG 2 “Zero Hunger” by 2030 and in line with its CSP, WFP Haiti is currently enhancing its technical and programming capacity to design, implement and coordinate resilience interventions, with a specific focus on investments in livelihood and asset creation and complementary activities aimed at reinforcing vulnerable households’ and smallholder farmers’ resilience capacities and preventing malnutrition. To support the programme and policy design and give technical assitance to SO4/ACT 6 – Livelihood and Asset Creation Unit programme, will be under the direct supervision of the Programme and Policy Officer/Activity Manager.

JOB PURPOSE

Management and documentation of at least six (6) livelihood and strengthening projects expected in 2022 and 2023. • Monthly and Quarterly reports developed and validated with internal and external stakeholders on the specific projects under his/her direct responsibility • All relevant reporting platforms (i.e., COMET) regularly updated for asset creation and livelihood outputs • A reinforced internal information management system for asset creation and livelihood outputs developed and managed • At least two (2) PSME reports reviewed and submitted before the end of the contract.

KEY ACCOUNTABILITIES (not all-inclusive)

Contribute to translate resilience programme policy into country-level practices, and ensure a clear and strong connection between HQ, Region and field operations; • Directly manage a part of livelihood/assets creation (FFA) portfolio of activities; • Ensure sound management of the specific projects under his/her direct responsibility according to the set time, quality and objectives and follow-up to enable high performance, with particular emphasis on FFA relevance to livelihood reinforcement; .Support the revision and development of Standard Operating Procedures (SoP) and their appropriate application, in order to ensure sound, relevant and high-quality development of livelihood/assets creation (FFA) interventions; • Support the FLA life cycle (definition, design, delivery and documentation) of livelihood strengthening and asset creation projects; • Ensure coordination of livelihood/assets creation (FFA) projects in Haiti with relevant internal units (i.e., Nutrition, Gender, M&E, resource management, SCOPE/CBT, among others). • Support implementing partners with the coordination and development of the social and environmental analysis expected as part of the livelihood and asset creation projects. • Provide technical guidance and trainings to WFP staff and NGO Cooperating Partners (CPs) in operationalizing the implementation of programmes and initiatives, with a special focus on asset creation and other types of livelihood enhancement, and clarify and interpret available policies, guidance, and tools. • Support in collaboration with sub-offices the implementation of Three-pronged Approach (3PA) at the country level, with a focus on the Seasonal Livelihood Programming (SLP) and Community Based Participatory Planning (CBPP). • Coordinate with the team the monthly and/or quarterly update of relevant platforms (i.e., COMET) for the main outputs planned and achieved as part of the livelihood strengthening projects. • Support resource mobilization efforts related to livelihoods, resilience building and food and nutrition security, including the formulation of targeted concept notes for innovative programme ideas. • Conduct quarterly technical missions to supervise the quality of the asset creation and livelihood activities implemented and ensure compliance with internal rules and regulations. • Support CO in organizing field missions for donor/media/senior WFP management and ensure that WFP staff, partners and government staff are informed on time and provide sufficient relevant information including inputs for donor briefs in relation to activities; • Prepare regular update and accurate and timely reporting on the specific projects under his/her direct responsibility that enable informed decision making and consistency of information presented to internal and external stakeholders; • Support operational research and evidence building on items relevant to livelihood/assets creation (FFA) at country level for coordinating analysis processes and research led by HQ and/or Regional Office on environment, climate crisis and socio-economic context; • Support information management and technical mapping of asset creation and livelihood activities to ensure proper weekly and monthly reporting of technical Support the livelihood strengthening unit in Haiti with the management of the Asset Impact Asset Service (AIMS) agreement for 2022 and 2023, including verifying GPS coordinates; • Take responsibility for incorporating gender and protection perspectives in all areas of work, to ensure equal participation of women and men; • Other tasks, as required and assigned by the supervisor or by the senior managementadvancements.

Advanced understanding of the latest policy debate, theory and application of resilience building and livelihoods programmes;

Understanding of donor policies, strategies and programme priorities in relation to humanitarian assistance and resilience.

Good data base, calculation sheet management.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least four (4) years of professional experience in international humanitarian, development work or other related fields. At least three (3) years of experience in resilience building, livelihoods protection and environmental sustainability, in relation to food insecurity, and with a specific focus on Cash for Assets, CBT and/or FFA interventions. At least three years of experience in the design and management of humanitarian and/or development programmes and projects. Relevant field experience in the implementation and monitoring of Cash for Assets/CBT, and/or resilience building and/or livelihoods programmes and initiatives. Proven ability and experience in the development of interagency cooperation, networks, partnerships and strategies
