ACCOUNTABILITIES/RESPONSIBILITIES:

The Programme Policy Officer (Deputy Head of Programme and SO3 Manager) will work under the supervision of the Head of Programme, receiving guidance from senior management as and when necessary. The key responsibilities include:

  1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Country level practices by developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  2. Provide advice and support to CO on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  4. Act as SO 3 Manager for overall management of climate change adaptation/resilience-building and livelihoods programme portfolios and support emergency / crisis response under the CSP including activities/projects management, resources management, resource mobilization, partnerships, coordination, reporting etc.
  5. Work as Deputy Head of Programme and provide programmatic and policy guidance, oversight, and operational backstopping to other CSP activities/programmes i.e. nutrition, school feeding, social protection, country capacity strengthening etc and Field Offices for programmatic synergy and aligning the implementation of the programmes/activities with corporate policy and strategies.
  6. Contribute to resource mobilization efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  7. Develop and foster relationships with partners (including government and local communities) and donors at all relevant levels to enable the effective positioning of WFP to meet national goals and contribute to country capacity-strengthening efforts and providing technical assistance to national institutions.
  8. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  9. Enhance WFP’s leadership in forums related food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
  10. Manage operational research and evidence-building on issues relevant to food assistance, resilience building and country capacity strengthening.
  11. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  12. Provide advice and analytical feedback to senior management through the Head of Programme on broader SDGs engagement, UNSDCF, government’s programme-policy-governance-political system changes and WFP’s programmatic alignment, partnerships with government, UN and donors;
  13. Participate in the UN SDGs Working Group, UNSDCF Outcome group, Humanitarian Country Team (HCT)- operational, humanitarian clusters and other relevant coordination forums at the technical/operational level.
  14. Act as the focal point for coordinating WFP emergency/disaster preparedness and response planning and food security emergency response management including food security cluster coordination as cluster co-lead with the Ministry of Agriculture and Livestock Development and FAO.
  15. Perform administrative tasks for different activities/programmes under the Programme Unit as Deputy Head of Programme and in the absence of Head of Programme i.e. clearance/endorsement of progress reports and financial claims, FLAs payments of Cooperating Partners and Service Providers in ITS and WINGs upon verification by respective Activity Managers, Travel approval, WINGS Service Outline Agreement (SOA) clearance for agreement/contracts and payment request forms clearance for Programme Unit.
  16. Advise and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes.
  17. Perform other duties as assigned by his immediate supervisor.
