What will you do in this position?

WFP Ukraine providing cash assistance through digital transfers and cash over the counter. The Cash-based transfer (CBT) team is part of Programme Unit to deliver cash assistance in Ukraine, working in a dynamic, fast-paced environment.

The Programme Policy Officer (Data Analyst) will apply technical data skills and use different tools to conduct data analysis, manage deduplication and payment lists. The position will have a focus on beneficiary management, including beneficiary data, to assist WFP Ukraine in creating a clearer picture of who we are serving, and to deliver timely assistance to the right beneficiaries.

It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Prepare data de-duplication, validation, cleansing.
  • Prepare analysis and visualization with the most suitable visualization tool.
  • Build data pipelines inside DAT database to collect, validate, de-duplicate beneficiaries and payment lists.
  • Prepare SCOPE payment importing lists using the suitable scripts.
  • Design data models and pipeline based on programme SOP.
  • Coordinate with Field Office colleagues to collect beneficiary data.
  • Ensure data is ready for use by consuming applications or other data analysts.
  • Ensure that data validation processes, data quality control standards, testing strategy and test plans for data services are applied to applications.
  • Create database summaries, that ease data retrieve.
  • Refine and tighten the security framework and access control for internal and external information/data sharing.
  • Develop governance processes for managing services (version control), support services, service migration, monitoring and evaluation of services.
  • Document definitions for all new data constructs and document the enhancements in a standard document.
  • Research new database technologies and recommend solutions to improve performance, scalability, & storage.
  • Design, construct, install, test and maintain highly scalable data management systems and tools.
  • Employ a variety of languages and tools (e.g. scripting languages) to marry systems together.
  • Understand data scientist requirements and build scalable data pipeline to support those requirements
  • Research opportunities for data acquisition and new uses for existing data.
  • Work together with other data analysts to model data for staging into a data warehouse and architect data warehouse multidimensional models.
  • Develop data set processes for data modelling, mining, and production.
  • Integrate new data management technologies and software engineering tools into existing structures.
  • Recommend ways to improve data reliability, efficiency, and quality.
  • Giving support to other colleagues related to data analysis tasks.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Establish and maintain processes to conduct monthly de-duplication, validation, cleaning, and transformation of beneficiary data.
  • Cash assistance data (figures, analytics, and visualizations) is accessible to CBT programme and Field Offices teams.
  • Build capacity within the CBT team to conduct data analysis and payment lists.

Education: Advanced degree in computer science, informatics, mathematics, statistics, engineering or another relevant field, or equivalent practical experience, or First University Degree with additional years of related work experience and/or coursework/trainings.

Experience: Minimum five (5) years of postgraduate relevant professional working experience in data engineering and data analysis. Experience working on CBT projects in the humanitarian sector. Additional years of experience is an asset.

Knowledge & Skills:

Solid experience and skills in the following areas are mandatory:

  • Experience in SQL, ETL, data warehousing and relational databases.
  • Experience in MS-Office is a must, especially excel.
  • Advance knowledge in creating data pipelines.
  • Advance knowledge in data visualization tools (preferably Tableau) and setting up dashboards.
  • Translating program requirement into automated data engineering solutions.

Concrete experience and skills in the following areas are highly desirable:

  • Engagements with different stakeholders and working with partners.
  • Experience in project management to ensure successful delivery of data engineering projects.
  • Ability to engage with senior management and stakeholders.
  • Strong programming skills in python/pandas.
  • Good knowledge in versioning tools such as git/Azure and basic CI/CD concepts.
  • Strong analytical and problem-solving abilities.
  • Effective communication skills to collaborate with cross-functional teams and stakeholders.
  • Experience in working with huge data volume.

Language: Fluency (Level C) written and spoken in English is essential.
