Caritas Switzerland (CACH) is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration. The Programme Ukraine Crisis Response is currently operating in the Ukraine as providing emergency assistance to people affected by the conflict. Caritas Switzerland works through local implementing partners, taking the localization of aid approach into account, and focus on bringing technical value-added specifically in the field of cash and voucher assistance, protection, MHPSS and supports partners on financial controlling and compliance standards.

Your duties

  • Managing the implementation of programmes in line with CACH and humanitarian associated principles, standards and guidance
  • Promote quality assurance in line with the CACH program standards and program management minimum requirements relevant to the program thematic focus
  • Suporting the HoP in quality control and supervision in terms of humanitarian and technical standards, programmatic and financial reporting, ensuring implementation of Caritas Switzerland standards
  • Management of the overall reporting system; including quality check of intermediary/final reports and situation updates towards external donors and stakeholders
  • Contribution to the development of project proposals for the UCR programme portfolio
  • Supporting the HoP in overseeing programme finances, ensuring budgets are accurately forecasted and profiled throughout the life of the programme
  • Represents Caritas Switzerland in UN cluster system, cash working group, donor coordination and partner meetings upon request of Programme Manager UCR
  • Building and maintaining strong and effective working relationships with partner organisations, donors, and other programme stakeholders in the region
  • Build capacities of partners through training and coaching
  • Maintaining information effectively and efficiently in CACH information management systems

Programme Quality

  • Contribute to strengthening the quality and effectiveness of CACH thematic programs by supporting the design, implementation, monitoring and evaluation of high quality programs, ensuring learning feeds into program development and compliance with quality issues, standards and policies
  • Support the partners on M&E systems that align with the programme and global objectives, are relevant to the context, responsive to assessed needs, are measurable and are in compliance with grant requirements
  • Undertake continuous assessment of M&E requirements, and based on these, work closely with programme leads to facilitate decision-making for real time programme adaptation
  • Support the design of project databases, ensuring partners adapt and utilise technology to ensure real time programmatic results and programme learning
  • Ensure that CACH and its partners meets its internal and external accountability commitments through the monitoring and improvement of accountability mechanisms

Other

  • Support CACH and partners in its overall communication methodologies, both internally and externally, including elaboration of visibility and media communication material
  • Contribute to effective team working and wider team delivery within CACH
  • Support ongoing administrative processes for the systems and programmes department

Our requirements

  • Masters Degree (Master or Diploma) in International Affairs, Social Studies, Economy, Environmental Science or in any other relevant field, post graduate in development studies and / or humanitarian aid is an advantage
  • Min. two years of work experience in the area of international cooperation (especially in emergency relief and humanitarian aid operations), including foreign assignments)
  • Solid experience in planning, monitoring and implementation of projects and programmes (PCM-experience) and in cooperation with local partner organizations
  • Demonstrated experience in designing and implementing Cash and Voucher Assistance CVA projects (including knowledge of cash transfer options, vulnerability scoring assessments as well as market assessments for different sectors) is an asset.
  • Experience in the collaboration with bi- and multilateral donors, spirit for acquisition and development of innovative project ideas and proposals
  • Readiness to carry out field missions within the Ukraine if security situation allows (adhering to CACH’s security policies)
  • Excellent collaboration, networking, and representational skills
  • Sensitivity to cultural differences and the ability to work and communicate in a wide variety of cultural contexts
  • Excellent teamwork and communication skills and the ability to build good relations both internally and externally
  • Excellent writing and communication skills in English, knowledge of Ukrainian is an advantage.

Your place of work will be Lviv/Kiew, Ukraine (non-family duty station)
Starting date: Immediately or as agreed upon
Duration of the contract: 12 months, extendable if funding available
