Context:

The Central African Republic (CAR) has been facing a multifaceted crisis since 2013, with security and humanitarian consequences including significant movements of populations, massive humanitarian needs and frequent human rights violations, despite the peace agreements signed in 2019. With a widespread presence across the country (with a main office in Bangui and Sub-Offices in Bangassou, Kaga Bandoro, Bambari, Bria, Ndele, Paoua and Bocaranga), IOM CAR Country Office (CO) works in close coordination with the Government of CAR, the Humanitarian Country Team and the activated clusters, to respond to the urgent humanitarian needs of the displaced populations and affected host communities, while also working on community stabilization to address the root causes that initially caused the displacement, and to create an environment conducive to return to safer areas. IOM’s main humanitarian focus in CAR is on shelter and non-food items (NFI), camp coordination camp management (CCCM) (with a co-leading role in the joint Shelter/CCCM cluster), displacement tracking (with a co-leading role in the Commission des Mouvements de Population), water, sanitation and hygiene, protection (including psychosocial support) and health (including mental health) and multipurpose cash transfers.

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Emergency Coordinator and in coordination with the Department of Operations and Emergencies (DOE) in the Regional Office (RO) in Dakar and the Headquarters (HQ), as well as the Shelter/CCCM Cluster, the Programme Office (Shelter) will be responsible and accountable for providing assistance and technical support with the development and management of IOM’s Shelter programmes in CAR CO.

Core Functions / Responsibilities:

  1. Provide technical guidance and inputs to support the implementation and adjustment as necessary of IOM’s shelter strategies in CAR in close coordination with the Shelter/CCCM/NFI Cluster, relevant Government counterparts, beneficiary communities and other relevant humanitarian stakeholders.
  2. Support the implementation of shelter, site planning activities in close collaboration with relevant IOM units to facilitate efficient and timely implementation of these projects, in accordance with IOM and cluster standards and guidelines.
  3. Supervise the relevant field staff who carry out the administrative, financial, and other related activities of the programmes, as needed.
  4. Ensure proper paper workflow and archive, including collecting and archiving supporting documents for the projects (assessment, beneficiary registration, payment records, etc.) of the shelter programmes and contribute technical inputs and guidance for strategic documentation development and reporting.
  5. Supervise, in close coordination with DTM, the correct targeting of beneficiaries and the establishment of feedback and complaint mechanisms (AAP).
  6. Identify, work with and contribute to the capacity building of IPs and project teams, as necessary.
  7. Facilitate the mainstreaming of protection and mitigation of risks of Gender- Based Violence (GBV) in the programmes. Check that staff and IPs adhere to IOM policies on prevention of sexual exploitation, abuse and harassment (PSEAH), and promptly bring issues to the attention of the supervisor.
  8. Participate in the Shelter/CCCM Cluster meetings at national and sub-national levels as relevant, engaging closely with Government counterparts and partners in these groups and encourage appropriate coordination with all humanitarian partners, as well as with national authorities and local structures.
  9. In close coordination with the CoM, Emergency Coordinator and other relevant units of the CO, contribute technical inputs to support resource mobilization efforts for the shelter/NFI and CCCM programmes and for the development of new programming, as required.
  10. Contribute to the implementation of the monitoring, evaluation and learning systems. Provide regular technical inputs for donor updates, donor reports, newsletters, etc. as needed.
  11. Support the CCCM/Shelter/NFI Cluster in developing/updating designs for emergency shelters, transitional shelters and permanent shelters and buildings, engage with appropriate partner agencies when basic or special needs are identified, and support the analysis of shelter related data, as needed.
  12. Undertake duty travel as required, for project site review and other duties of concern to the programmes.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Development, Civil Engineering, Architecture, Urban Planning and/or Social Sciences with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Operational and extensive field experience in programme development, implementation and evaluation;
  • Experience in emergency zones, conflict situations and in working in a high-risk environment desirable;
  • Experience in liaising with governmental authorities and local communities, as well as donors highly appreciated;
  • Previous experience within a shelter Programme is necessary;
  • Previous experience with IOM shelter Programme an advantage;
  • Experience in one of the organizations of the UN System and field experience a distinct advantage; and,
  • Experience in capacity building.

Skills

  • Knowledge of social and development issues as well as general migration related issues;
  • Knowledge of project development, administration and evaluation concepts and procedures;
  • Proficiency in computer applications (MS Word, Excel, Outlook, AutoCAD etc);
  • Ability to work quickly and accurately and pay attention to details;
  • Ability to meet deadlines and work under pressure;
  • Ability to present clear and concise information and good communication skills; and,
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

Languages

IOM’s official languages are English, French, and Spanish.
