Context:

Since 2016, IOM co-leads the Shelter/Non-Food Items (NFI) Working Group (WG) with the Unité de Construction de Logements et de Bâtiments Publics (UCLBP) and with the Department of Civil Protection (DPC). IOM maintains strong links with the Ministry of Social Affairs, the Ministry of Interior, the Entreprise Publique de Promotion de Logements Sociaux (EPPLS) and local authorities in the targeted areas. As such, the proposed activities are designed in line with the Government’s response strategy and build upon IOM’s on-going activities in the October 2018 earthquake affected areas and to reinforce a Disaster Risk Reduction (DRR) response.

Under the overall supervision of the Chief of Mission, and the direct guidance and supervision of the Senior Programme Manager, the Programme Officer (Shelter/NFI/DRR) will provide technical inputs and guidance as a Shelter/NFI/DRR focal point countrywide.

Core Functions / Responsibilities:

1. Coordinate, implement and monitor administrative and operational activities of approved Shelter/ Non Food Items (NFI)/DRR programmes, in coordination with relevant colleagues in the IOM Haiti Country office.

2. Supervise support staff related to shelter, NFI and DRR projects and monitor Implementing Partners’ activities in accordance with programme standards and in line with IOM regulations and rules.

3. Facilitate liaison and the coordination of activities with counterparts in the Haitian department of civil protection, Disaster Management offices, and other relevant government entities.

4. Liaise with Information Management (IM) Geographic Information System (GIS) to update Shelter Working Group (SWG) page and coordinate the update of evacuation shelters in Haiti.

5. Maintain and work to strengthen collaborative relationships with government counterparts such as Direction de la Protection Civile (DPC), Ministère des Travaux Publics, Transports et Communications (MTPTC), Municipalities, the local government entity responsible for the administrative and financial management of communes and other relevant stakeholders.

6. Organise Shelter/NFI and Comité Thématique Evacuation et Gestion des Abris Provisoires (CTEGAP) working group meetings in Port au Prince and Port de Paix. Participate in sectoral meetings, working groups and other relevant forum, with the Government of Haiti (GoH), as required.

7. Coordinate the implementation of emergency projects as well as DRR trainings and provide weekly updates to the Senior Programme Manager.

8. Encourage compliance with Build Back Safer principles among Shelter and NFI working group partners.

9. Organize and conduct regular meetings at central and departmental level with Implementing Partners (IPs) and Shelter/NFI working group partners. Participate in Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) process.

10. Participate in the identification, proposal development and reporting for future project/programme opportunities.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in civil Engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in Post-earthquakes areas and in developing reconstruction programmes;

• Experience working in the international development field; particularly on neighbourhood upgrading, infrastructure, housing, urban planning or similar programmes in developing countries;

• Working experience on development programmes funded by major bilateral or multilateral donors (Swiss Agency for Development and Cooperation, United States Agency for International Development (USAID), the World Bank, the Inter-American Development Bank, and other major donors);

• Experience in liaising with governmental authorities, other national/international institutions, and international donors.

Skills

• Ability to communicate effectively (orally and in writing) with a wide range of stakeholders and comfortable giving presentations and leading meetings;

• Must have strong diplomatic skills;

• Proven expertise in implementing complex, highly participatory projects with a demonstrated ability to work effectively with counterpart Government institutions, personnel, and other donor programmes;

• Some managerial skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is based in Port-au-Prince with frequent travel to field offices within Haiti.
