HALO is known for its work to clear landmines and the disposal of other explosive hazards. HALO employs over 10,000 staff on 28 country programmes.

HALO has been conducting Explosive Ordnance Risk Education (EORE) & Victim Assistance in Myanmar since 2012. Following the coup on 01 Feb 2021 and subsequent sharp increase in displacement of civilians, the need for EORE is critical.

HALO Myanmar is seeking to appoint a Programme Officer (PO). The Programme Officer reports to the Programme Manager. . It is a multifaceted role assisting all areas of the programme, with particular emphasis on leading on coordination and monitoring of donor contracts and obligations, collaboration with current partners and development of new partnerships, revising the programmes information management and data storage processes, and assisting with administrative requirements. The role offers excellent exposure to the management of the programme as well as operations management.

The position will be based in Yangon but international travel and travel to other parts of the country is expected, if the security situation allows

Responsibilities

  • Managing various aspects of donor management, including donor reporting, contractual compliance and monitoring and evaluation.
  • Lead on the planning and delivery of concept notes and proposals to a variety of different donors to achieve HALO’s short and long-term goals
  • Maintain a donor relations strategy and engagement plan that outlines opportunities for strengthening relationships with existing donors and developing relationships with prospective donors
  • Supporting financial and logistical coordination as required
  • Supporting compliance with HALO policies and procedures
  • Writing programme communications, presentations and briefing documents
  • Representing the programme at events where required
  • Note taking at meetings, monitoring emails and internal HALO communications, and writing clear, concise briefs to pass on key information
  • Building and nurturing partnerships and facilitating partner relationship management
  • Sourcing and analysing datasets to support programme objectives
  • Facilitating national staff development
  • Working closely with the Information and Communication Technology (ICT) team on a variety of projects
  • Analysing and resolving any issues that arise, especially from a data and information management perspective
  • Providing support to the Programme Manager and HALO Senior Management on any other tasks as and when required

Requirement

The position will be based in Yangon and the successful candidate must have the relevant permissions to work in Myanmar. The role will require an ability to take clear direction and prioritise work under pressure to meet competing deadlines. As a focal point for a dispersed team, initiative, independence and adaptability will be needed, together with well-developed analytical and planning skills, and attention to detail. Communication through excellent written and spoken English, proficiency in Microsoft Word and Excel and proven administrative experience in a demanding office environment are essential. And given all the above, empathy, patience and a good sense of humour will also be important.

  • Burmese citizenship / work permit holder
  • Bachelors level education in a relevant subject matter
  • Over 2 years’ experience with an international organisation (INGO or Embassy); preferably in the humanitarian, development, or diplomatic sector
  • Experience in donor proposal development, contract monitoring and management
  • Excellent written and spoken English
  • Strong IT skills, proficient in the use of Excel and Word
  • Experienced in quantitative and qualitative data analysis
  • Effective communication skills, both written and verbal, able to produce content appropriate for the audience
  • Good cultural awareness, able to adapt to working in different cultures
  • A self-starter, able to organise and manage their own time
  • A practical and adaptable person, prepared to work and live in rural locations as required
  • Must have a valid passport and have the ability to travel internationally
