Context:

Founded in 1951, the International Organization for Migration (IOM) is the main Intergovernmental Organization in the field of migration and works in close collaboration with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all and assists Member States in their efforts to achieve the 2030 Agenda, in particular as it relates to migration.

IOM in Mali is providing support to the Government of Mali for the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM) in Mali, in line with regional efforts and in coordination with national policies and coordination bodies. IOM Mali is furthermore looking to expand its engagement with the UN in Mali to work towards the implementation of intergovernmental agreements covering migration, including the 2030 Agenda and the African Union Agenda 2063. IOM plays a key role in mainstreaming migration in the work of the UN Country Team in Mali and will continue to do so with the implementation of the UN’s Sustainable Development Cooperation Framework (UNSDCF).

Under the supervision of the Chief of Mission, in close collaboration with related IOM Mali units and in coordination with relevant Regional Thematic Specialists (RTS) and the Regional Policy and Liaison Officer (RPLO) in the Regional Office for West and Central Africa, and Departments at Headquarters (HQ), the successful candidate will be responsible for the management, coordination, implementation and reporting of the Country Office’s (CO) migration governance activities, including compliance to administrative and programmatic procedures.

Core Functions / Responsibilities:

  1. Supervise, manage, and provide technical support to all relevant staff under the MigrationGovernance Thematic Area, ensuring that appropriate structures, effective communication channels and internal processes are in place to guarantee transparent and smooth implementation of routine activities in line with IOM rules, regulations, strategies and instructions.

  2. Provide technical inputs and support on the integration of migration issues into national policies and national development frameworks taking into consideration the updated Migration Governance Indicators of Mali and assist in the implementation, review and evaluation of the national action plan for the Global Compact for Migration in Mali, to that purpose equally supporting related activities of the UN Network on Migration (UNMN) in Mali.

  3. In line with the various dimensions of IOM’s current and prospective work in Mali, identify migration policy issues and recommend policy actions and Country Office strategic direction, and suggest planning and programming efforts in the field of migration governance.

  4. In coordination with relevant RTSs and the RPLO, provide expert technical support, manage, monitor, and supervise the implementation of projects under the Migration Governance unit; more specifically ensure the timely implementation in accordance with IOM rules and regulations, in close coordination with the Support Services.

  5. Contribute to the development of project proposals and corresponding financial requirements within the Migration Governance unit’s relevant thematic areas; and participate in fundraising for new projects in line with the IOM Mali Country Strategy 2021-2024.

  6. Develop and maintain strong and regular liaison with IOM partners, such as private sector entities, governmental authorities, civil society organisations, diplomatic missions, and any other concerned entities, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities with a particular focus on migration governance.

  7. Participate and represent the CO in country-level meetings, public events, forums, seminars and workshops on migration governance and other technical activities relevant to the Migration Governance portfolio as required.

  8. Prepare unit progress reports, briefing notes, concept papers on key thematic areas to support the Unit’s engagement with relevant stakeholders and dissemination of key findings to inform programmatic decisions and institutional processes.

  9. Undertake duty travel relating to project/ programme assessment, liaison with counterparts, information sharing, technical guidance, and new project/ programme development, as required

  10. Perform other relevant duties as assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Development Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Proven expertise in the area of migration governance and policy making, including regional consultative processes, migration data and policy development;

• Experience either on project development, project management, database management, project monitoring and evaluation relevant to the GCM objectives; including report writing and liaison with relevant stakeholders;

• Experience in liaising with regional bodies, governmental authorities, other international/national institutions and civil society organisations;

• Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;

• Experience in working on Western Africa and the Sahel region an advantage.

Skills

• Strong written and verbal communication skills and ability to effectively communicate with and lead a team;

• Excellent computer skills;

• Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations;

• Ability to meet deadlines, achieve set goals and adjust priorities as required in a difficult and stressful setting;

• Interpersonal skills, ability to adapt to a multicultural international team and guide and advise colleagues and team members where applicable.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
