Context:

IOM Malawi is implementing two World Bank funded projects aimed at strengthening Immigration and Border Management (IBM) systems for the Department of Immigration in Malawi. The projects will support the design and roll out of two interventions (1) an e – border pass system targeting border communities who frequently travel between Malawi and Mozambique; and (2) design and roll out of the Migration Information and Data Analysis System (MIDAS) in targeted border posts in Malawi. The objective of the interventions is to strengthen the national capacity to manage borders in a secure and open manner, facilitating ease of mobility of people and ultimately contribute to regional economic integration and cross border trade. The two interventions will also support the Department of Immigration’s capacity to generate accurate and up to date data for decision making.

Under the direct supervision of the Chief of Mission (CoM), the Programme Officer (IBM) will be responsible and accountable for supervising and coordinating the daily implementation of activities under e-border pass and MIDAS IBM projects in Malawi. Travel to different locations in Malawi will be required to monitor implementation.

Core Functions / Responsibilities:

  1. Coordinate and supervise the implementation of IOM Malawi e-border pass and MIDAS projects, including monitoring, evaluation and reporting. Contribute to the development of project activities.
  2. Monitor project progress against the programme objectives, project deliverables, and project benchmarks, and draft narrative and financial reports in accordance with donor’s requirements, IOM regulations, and established procedures.
  3. Monitor project budgets, expenditures and burn rates, as well as overall project cycles.
  4. Maintain effective working relationships and collaboration with key project stakeholders and beneficiaries including the World Bank, Programme Implementation Unit (PIU), relevant Government of Malawi entities, Mozambique stakeholders, NGOs and Civil Society Organizations (CSO)s, migrants and communities.
  5. Assist the Chief of Mission with representation functions with external partners, including Government, UN, NGOs, CSOs, and other project implementation-related providers and partners as appropriate.
  6. Facilitate timely recruitment processes for international/national contractors, consultants and/or experts required for the implementation of the projects, in accordance with IOM’s procedures and regulations.
  7. Conduct research and analyze programme orientation and strategy, drawing on available literature and context analysis embedded in the programme; document constraints and obstacles to the implementation of projects assigned, and propose solutions.
  8. Participate in capacity building, training and institutional systems strengthening on IBM and MIDAS to facilitate smooth and sustainable handover of the system to the Government of Malawi.
  9. Contribute to resource mobilization efforts by drafting concept notes, project proposals, communication and visibility materials.
  10. Undertake duty travels within Malawi and abroad related to project implementation, as required.
  11. Supervise and help train staff assigned to the projects/programme.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Law, International Studies, Security Studies, Immigration and Border Management, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in project coordination and implementation, as well as report writing;
  • Experience in implementing IBM projects and programmes, delivering IBM-related training/workshops to Government officials desirable;
  • Experience in project administration and budget monitoring;
  • Experience and knowledge in immigration, border management or a related field; and,
  • Experience in maintaining partnerships with Government authorities, other national/international institutions, and donor agencies and civil society organizations.

Skills

  • Effectively interfaces with government officials of appropriate level on matters related to substantive migration (Immigration and Border Management) issues and the work of IOM;
  • Knowledge of, and ability to perform a variety of conceptual analyses in the field of the project;
  • Ability to work in a multicultural environment and supervise staff;
  • Problem solving capability;
  • Ability to prepare high quality and technically sound reports;
  • Excellent command of office software, such as MS Office, spreadsheets, databases;
  • Good knowledge of capacity building techniques; and,
  • Excellent organization skills; analytical and creative thinking.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
