Context:

Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and is dedicated to promoting humane and orderly migration for the benefit of all.

The successful candidate will perform his/her duties under the overall supervision of the Migration Health Officer (Headquarters), the Regional Director (RD) for Western and Central Africa (WCA) and the Migration Health Division (MHD) Director and the direct supervision of the Regional Migration Health Specialist in the Regional Office for West and Central Africa (RO Dakar) .

S/he will be responsible and accountable for the management of all health information generated during the project, as well as epidemiological information relevant to the project, at country and regional levels. The scope of work will include technical supervision, coordination, and monitoring of adherence to strategic health information directions to all participating Country Offices (COs) in the regional project AVUMEC II, notably in the following areas: development of national Health Information Systems (HIS), set up and support to maintain national and regional health information databases, development of data collection tools and methodologies, production of maps using Geographic Information Systems (GIS) technology, monitor epidemiological trends at national and regional level, epidemiological data analysis, public health risk mapping and cross-border disease surveillance systems.

The incumbent is expected to carry out his/her duties in accordance with strictest ethical standards, safety of IOM personnel, building and maintaining of partnership with agencies and Governments, and with due respect for gender and socio-cultural sensitivities.

Responsibilities and Accountabilities:

Assistance to vulnerable migrants stranded on the central Mediterranean route(AVUMED II) – West and Central Africa

1. Provide support to IOM country offices and regional offices in project monitoring and evaluation (M&E), as well as on technical aspects related to project implementation; act as the regional technical support focal point on AVUMED II project, including knowledge management and tool dissemination;
2. Support IOM Country Offices with the production of Information Education Communication materials and adaptation of training tools on most common diseases prevention and control;
3. Support countries on trainings to government counterparts, including Immigration and MOH officials, on diseases prevention and control;

Health, Borders and Mobility Management – Global Support

1. Provide technical support for the development and implementation of other projects in the region in line with IOM’s Health, Borders and Mobility Management (HBMM) programme;
2. Contribute to the development and implementation of Population Mobility Mapping activities, including the use of GIS methods and tools
3. Support the development and roll-out of guidelines, training materials, and training sessions on IOM’s Population Mobility Mapping tools, including field missions to train staff and support the adaptation of tools, as needed.
4. Support the development of the production of GIS -related products and maps, including technical support for reports from Participatory Mapping Exercises;
5. Perform travel duties in the West and Central African region, and beyond, as needed in relation to IOM’s International Health Regulations (IHR) and HBMM programming, implementation including SOP and PHERP development; and
6. Participate in health and other related cluster meetings and information management working groups, liaise and coordinate with national and international health and development assistance authorities, agencies or organizations on GHSA-related matters; key counterparts include Ministries of Health, West African Health Organization (WAHO), World Health Organization (WHO), and other Health Cluster partner agencies/stakeholders;
7. Support institutional knowledge management and provide periodic technical/ epidemiological updates and documentation/dissemination of best practice materials and new publications on GHSA-related issues in close coordination with COs, RO, MHD and other departments at Headquarters;
8. Contribute to the development of new initiatives, identification of lesson learned and best practices for publication;
9. Perform other duties as may be assigned by supervisors;

Required Qualifications and Experience:

Education

Master’s degree in Health Sciences, Public Health, or a related field from an accredited academic institution, with a focus on field epidemiology, GIS, biostatistics and/or other related fields of health information management with two years of relevant professional experience.

or

University degree in the above fields with four years of relevant professional experience.

Experience

• Two years of experience in field epidemiology, HIM, GIS, Public Health and/or Emergency Health response, outbreak response;
• Good experience in the development, implementation and management of health information systems, public health programs and protocols;
• Experience in humanitarian crisis, natural disasters, communicable diseases and resource-limited setting;
• Experience in an Infection Prevention and Control institutional environment or an Ebola response project will be an asset;
• Familiarity with the public health sector in Africa region, in particular in West Africa.

Language

For this position, fluency in French and working knowledge in English is required (oral and written).
