The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work. During the 2020-21 biennium, the Centre delivered about 2000 training activities and advisory services for around 130,000 people from over 180 countries.

The position is located in the Sustainable Enterprises and Economies Programme (SEE).

SEE provides training, learning and capacity building services on topics related to enterprise development, multinational enterprises and global supply chains, rural and local development, finance, green jobs and the social and solidarity economy.

Under the supervision and guidance of the Manager of the Sustainable Enterprises and Economies Programme, the Programme Officer will support the consolidation and further expansion of the portfolio of training and learning activities under the theme of just transition towards a green economy, with the emphasis on the promotion of green and decent jobs.

He/she is responsible for:

  • Select and summarize information in the areas of climate change, green economy, green jobs and just transition, as background information to specific training and learning activities;
  • Undertake analysis of specific components and/or developments in the area of climate change, green economy, green jobs and just transition, both in terms of policy development and practical approaches;
  • On the basis of identified training requirements, support the design of training activities in coordination with the relevant partners, preparing training proposals and sharing them with potential sponsors and clients;
  • Support the assessment of the potential impact of proposed training activities on local, national and regional climate change, green economy, green jobs and just transition policies and programmes;
  • Act as an activity manager of training activities and projects, preparing cost estimates and monitoring of funds, coordinating the efforts and contributions of experts and resource persons.;
  • Coordinate the delivery of training courses, including distance education programmes, as a trainer, tutor, and facilitator;
  • Support the preparation of training materials and delivering training sessions on climate change, green economy, green jobs and just transition;
  • Contribute technically to courses, seminars, experts meetings, field missions and working groups relevant to the ITCILO’s Sustainable Enterprises and Economies Programme;
  • Support the development of on-line dynamic participative training methodologies and practices in order to improve the quality, appropriateness and impact of the programme’s training activities;
  • Establish and maintain a roster of consultants, experts and resource persons relevant to courses and programmes in the technical area;
  • Develop a networks and cooperative arrangements with national and international institutions and agencies, United Nations organisations active in the technical programme area, and relevant ILO departments and offices.

Qualifications required

Education

Advanced university degree in environmental studies, social sciences, economics, management of development, or other relevant field, and specialization in a technical field relevant to the theme of just transition towards a green economy and green employment.

Experience

  • At least five years of progressively responsible professional experience, of which at least two years at the international level in a development cooperation framework, including responsibilities for policy development and/or policy advocacy on sustainable development issues in (a) developing or middle-income country/countries.
  • Experience in the organization, management, and delivery of training and capacity building.
  • Thematic expertise in one of the following areas: climate change, green economy, green business, green jobs, just transition.
  • Experience in the facilitation of digital learning and collaboration formats is considered an important asset.

Languages

Excellent command of English and good working knowledge of a second language among the following: French, Portuguese or Arabic.

Technical competencies

  • Full competence in using standard computer applications;
  • Knowledge of adult learning pedagogy and facilitation skills.
