Programme Officer – FIG

Africa Enterprise Challenge Fund

The Programme Officer will be expected to work flexibly and collegially in offering support to the FIG Programme and programme stakeholders. She/he will be responsible for providing timely and efficient overall programmatic (accounting and portfolio) support services to the AECF.

The incumbent will actively engage investees and perform assigned duties including but not limited to – Reporting, payment processes, internal control of investees’ data and reporting, and maintaining accurate, reliable and consistent financial data per agreed AECF agreement.

Key Responsibility

Finance

  • Provide overall financial oversight to the programme at all stages, including timely preparation of budgets and financial reports.
  • Maintain primary relationships and correspondence with donors on all financial requests and queries.
  • Support in ensuring the accuracy of postings that align with the Programme design and budgets.
  • Assist the management accounting team and Head of Finance to prepare accurate and reasonable institutional budgets and budget narratives consistent with the institutional strategy and adhere to donor and AECF policies.
  • Track, report, and consolidate monthly programme expenses, burn rates and cash received from donors.
  • Prepare consolidated programme financial reports based on the contract obligation schedules.
  • Ensure programme audits are conducted on time, and audit findings are resolved adequately.

Programme

  • Monitor programme implementation work plans to align with the programme and the overall AECF operational and technical management strategy.
  • Maintain and monitor consolidated investees’ monthly clients and jobs tracking tool for the entire programme.
  • Ensuring effective investees’ performance and relationship management.
  • Support from the AECF Impact Team, keep recording and tracking the investee’s progress.
  • Lead the planning and execution of the investee’s performance monitoring activities, including data verification exercises to ensure the quality of programme results.
  • Ensure all investee site visits are conducted periodically, as per the agreed site visit schedule.
  • Review periodic investee narrative and financial reports.
  • Provide periodic reports on the programme, information trends, and other relevant information, as well as regular program management reports.
  • Participate in ILED program meetings at the national and Federal member state levels.
  • Represent AECF in the programme stakeholder meeting.
  • Ensure AECF and donor standards for procurement and purchase requisition rules are followed.
  • Work closely with the hosting agency in all AECF Somalia team-related administration support requirements.
  • Liaise AECF procurement and hosting agency for programme procurement tasks.
  • Perform any other assignment requested by your supervisor within the contract limits.

Suitable candidate should:

  • Hold a bachelor’s degree in Business administration, Accounting or Finance specialization or similar qualifications
  • Be a Certified Public Accountant (CPA) or equivalent professional accounting qualification e.g. ACCA, is desired.
  • Possess a minimum of 7 years’ experience in banking and finance, program accounting and financial management in the not-for-profit sector or financial institution.
  • Possess experience working with EU-funded programs is desirable.
  • Be computer proficient and familiarity with various software applications, including MS Excel and MS Word.
  • Be proficient in Serenic Navigator software.
  • Possess excellent analytical and communication skills with the ability to prepare financial reports to a high level of proficiency.
  • Possess good interpersonal skills and the ability to work with a cross-cultural team.
  • Possess excellent written and spoken English.
  • Be a Somalia national with knowledge of the Somali language.
