Programme Officer (Disaster Risk Reduction)

Context:

Under the overall supervision of Chief of Mission in Afghanistan, and direct supervision of the Programme Coordinator for Emergency Shelter and Non-food items, the Programme Officer (DRR) will be responsible for coordinating and supervising the implementation of DRR activities and initiatives across different provinces in Afghanistan. This includes the construction and
repair of disaster risk management infrastructure and community based disaster risk management activities.

Core Functions / Responsibilities:

  1. Monitor, coordinate and ensure the implementation of DRR activities and initiatives, including the provision of engineering support in order to facilitate timely response and ensuring that services meet standards of the implementation of infrastructure such as protection walls, culverts, dikes, check dams, and other infrastructure as needed.
  2. Regularly engage with other UN agencies and de facto authorities at national and the field level to identify existing capacities, coordinate activities, encourage DRR interventions, coordinate knowledge and capacity transfer, and ensure coordination with access and security processes.
  3. Facilitate the integration of the established practices of nature-based solutions in the work of the field team(s), and supervise the engineering team in the preparation and verification of BoQs, specifications, and standards for DRR infrastructure.
  4. Monitor the designated budget in close coordination with the ESNFI Coordinator, and draft project budget allocations based on clear reasons for prioritization.
  5. Work closely with IOM Protection team to facilitate the streamlining of protection in site responses, including in assessments and implementation, highlighting how this work addresses the protection needs of affected populations.
  6. Support the Programme Coordinator in capacity building for IOM staff and local de facto authorities by contributing to the development of training materials and conducting training sessions for field staff.
  7. Work closely with Information Management staff, DTM and GIS analysts to help enhance information management, analysis and sharing including facilitating collection, analysis, and dissemination of timely and accurate data and products on DRR.
  8. Utilize existing technical analysis and assist with recruitment processes to engage consultancy firms for the production of engineering products that feed in to the strategy and development of DRR interventions, particularly around areas of climate change and adaptation.
  9. Monitor services provided in the sites and provide technical and process related inputs to support the development and implementation of Standard Operating Procedures (SOPs) for DRR, and effective information gathering.
  10. Carry out regular field visits to sites to support the implementation of responses, including community mobilization and project monitoring.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in DRR, WASH, and/or Shelter in emergency and conflict environments, including technical experience to supervise and guide programme teams.
  • Familiarity with the UN common system or similar systems, knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection practices and training programmes.
  • Work experience in liaising with governmental authorities, other national/international institutions, and NGOs – experience in the region is an asset.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Pashto and/or Dari is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
