Context:

Established in 1951, the International Organization for Migration (IOM) is the principal inter-Governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM works in the four broad areas of migration management: migration and development, facilitating migration, regulating migration, and addressing forced migration. Cross-cutting activities including the promotion of international migration law, policy debate and guidance, protection of migrants’ rights, migration health and the gender dimension of migration.

IOM implements disaster risk reduction, disaster mitigation, climate change adaptation and relief and reconstruction initiatives in the Federated States of Micronesia (FSM) and the Republic of Marshall Islands (RMI), with the overall objective to respond to and address the critical needs that arise from natural hazards and climate change in the two Pacific Island nations.

Over the course of the five-year activity (2020-2025), RESILIENCE will empower the governments to lead disaster response for their own communities. Increased self-reliance and ownership will lessen the dependence on US Government (USG) response and reconstruction assistance, ensuring sustainability beyond the life of RESILIENCE.

Under the overall supervision of the Chief of Mission (CoM) in the Federated States of Micronesia and the direct supervision of the RESILIENCE Programme Manager/Chief of Party (CoP), the Programme Officer/ Deputy Chief of Party) will assist in implementation of the cooperative agreement with The U.S. Agency for International Development (USAID), tracking and checking the completion of tasks for the achievement of project objectives.

In addition, the Programme Officer/ Deputy Chief of Party will coordinate and support all emergency response efforts in the Country Office ( CO) and all preparedness capacity building activities targeting National Disaster Management Offices (NDMOs) in Federated States of Micronesia, Republic of Marshall Islands, and Palau.

Core Functions / Responsibilities:

  1. Provide technical inputs and guidance for the implementation and coordination of a multi-year disaster preparedness and response programmes in RMI and across four states of the FSM, monitoring and following up on programme activities and objectives for all phases of the disaster risk management cycle.
  2. Provide administrative and technical support, including contributing to the refinement of project benchmarks, monitoring, coordinating reporting requirements, and information management and data collection.
  3. Liaise with and provide technical information to relevant agencies and partners, including USAID, host governments, humanitarian organizations and foreign and local disaster experts.
  4. Provide technical inputs and information for the development, updating and improvement of government policies, legislation, guidelines, Standard Operating Procedures (SOPs) and plans, including procedures for early warnings.
  5. Supervise and provide oversight guidance and direct support to the disaster preparedness and response teams in RMI, Palau and the four states of the FSM. To ensure compliance with core institutional guidance and administrative procedures of the organization.
  6. Support FSM, RMI and Palau Government agencies’ disaster management networks by contributing to the development and review of hazard preparation and response SOPs/TORs.
  7. Facilitate the conduct of Tabletop Exercises (TTX) and simulations and share relevant guides.
  8. Contribute to the development of and deliver data management training to Government officials and share relevant guides.
  9. Assist in relief and recovery efforts and activities.
  10. In the event of a disaster, participate in the execution of emergency interventions in the areas of shelter, water and sanitation, the distribution of food and relief items and the promotion of Sphere standards.
  11. Assist in coordination with host government and other responders.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Management, Public Administration, Economics, Social Science, Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in programme coordination and management, specifically in disaster risk reduction, community stabilization and climate change adaptation;
  • Progressive responsibility and with demonstrated supervisory experience in staff, security, budget, and office management;
  • Experience working in remote or hardship environments;
  • Experience working in a non-governmental organization and/or international organization, implementing disaster risk management projects in the Pacific region an advantage; and,
  • Operational and field experience in multiple programmes management.

Skills

  • Good knowledge of IOM, and experience working with USAID relief;
  • Demonstrated ability to manage staff from diverse environments and backgrounds and in UNDSS phased security areas;
  • Ability to work as a team member with different Programme Coordinators, to ensure integration of approaches and overall collaboration.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
