Context:
With the support and engagement of various donors (such as World Bank, German and United Nations Peacebuilding Fund (UN PBF)), IOM Chad is implementing community stabilization and peacebuilding initiatives in the four provinces of northern Chad aiming at supporting authorities to build resilient communities.
The main objectives of the projects are to reinforce community stability by improving access to basic social services and infrastructures, to support community resilience and contribute to social cohesion through the promotion of peace as well as strengthening of conflict prevention and management mechanisms in northern Chad.
Under the overall supervision of the Head of Programmes and direct supervision of the Project Manager/Head of Sub-Office as well as in close coordination with the Resource Management Unit and the Regional Office for West and Central Africa, the Programme Officer (Community Stabilization) will be responsible for providing technical, administrative and logistical support to facilitate the overall management of CS projects.
Core Functions / Responsibilities:
- Provide technical inputs, information and guidance to support the strategic planning and implementation of community stabilization/peacebuilding activities in close collaboration with field staff, technical experts, government representatives at national and local levels, donors, targeted communities, and other relevant stakeholders in Chad.
- Supervise staff associated with project implementation and ensure close collaboration and coordination with other IOM teams and units, as needed.
- Assist in monitoring and evaluating programme implementation and results.
- Work closely with field staff to coordinate and monitor the work of implementing partners and compile lessons learned that feed into the revision of strategies and action plans of community stabilization activities.
- Contribute to the reporting of activities, including for donor reports, as required as well as ensure project documents are recorded in the database.
- Facilitate high quality knowledge management and ensure the establishment of a functioning filing system pertaining to all project outputs and activities, records of interactions with partners, security and other events, participation lists, etc.
- Facilitate visibility and communication on relevant projects to donors and partners, as well as use social media in line with IOM’s communication guidelines.
- Facilitate and encourage the integration of cross-cutting issues such as conflict sensitivity, human rights due diligence, gender, age and other diversity factors in projects and other initiatives.
- Undertake travel duties as required to provide technical guidance and support.
- Contribute to resource mobilization efforts, researching and documenting potential new project opportunities and contributing to the preparation of project proposals in close coordination with the PM.
- Perform such other related duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Law, Conflict Studies, Development Studies, Political Science, International Relations, Social Studies or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
Experience
- Previous work in implementing peacebuilding or community stabilization activities, conflict analysis and similar topics;
- Experience in supervising teams, mentoring and delivering trainings;
- Experience working with specialized international agencies (UN Agencies, International Organizations, and International NGOs) preferable;
- Experience in project management and monitoring and evaluation an asset; and,
- Experience working with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization, as well as peacebuilding and community stabilization;
- Knowledge of UN and bilateral donor programming;
- Knowledge of financial rules and regulations;
- Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;
- Ability to guide and supervise staff and coordinate administrative matters; and,
- Strong communication and interpersonal skills as well as strong strategic and creative thinking.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
