Context:

IOM has been working on migration, environment, climate change and disaster risk reduction for over 30 years. IOM’s Migration, Environment, Climate Change and Risk Reduction (MECR) activities bolster local and national initiatives to prevent and prepare for disasters and related population movements, provide emergency assistance and protection where displacement cannot be avoided, and foster post-disaster recovery solutions and resilience-building.

In line with the IOM Institutional Strategy on Migration, Environment and Climate Change 2021-2030, the Organization pursues three broad objectives in managing environmental migration, intervening at each stage of the migration cycle:

  1. “Solutions for people to move” – Managing migration in the context of climate change, environmental degradation, and disasters due to natural hazards.
  2. “Solutions for people on the move” – Assisting and protecting migrants and displaced persons in the context of climate change, environmental degradation, and disasters due to natural hazards.
  3. “Solutions for people to stay” – Making migration a choice by building resilience and addressing the adverse climatic and environmental drivers that compel people to move.

Under the direct supervision of the Head of Division, the Programme Officer (Climate Adaptation and Climate Funds) will substantively support IOM programme development related to climate adaptation and disaster risk reduction and develop strategies to access climate financing for IOM. The successful candidate will work under the MECR division and in close collaboration with related units, including but not limited to the Environmental Sustainability Unit, the Department of Operations and Emergencies and Regional and Country Offices in all efforts.

Core Functions / Responsibilities:

  1. Provide advice and proactive support on accessing climate finance to IOM staff, national counterparts and partners at all levels including facilitating the preparation of project concept notes, project documents and national programmes.
  2. Act as a liaison officer between green vertical funds teams and IOM HQ and pursue and finalize IOM’s accreditation requirements to climate funds, in line with institutional policies and processes and in collaboration with all relevant stakeholders.
  3. Design training and information materials as well as implement capacity development programmes related to climate finance methodologies, instruments and programmes for IOM staff and national stakeholders.
  4. Identify national challenges and prepare baseline reports on possible IOM areas of intervention that can feed country-level discussions in developing concept notes and full project proposals, as well as readiness proposals (including with reference to NAPs, NDCs and other national climate strategies/plans).
  5. Review GCF and other relevant multilateral and bilateral climate funds project documentation against quality standards and consistency with national priorities (NDC, NAPS, others), donors and IOM requirements.
  6. Meet relevant stakeholders in diverse country contexts in coordination with the Head of Division,

Regional Thematic Specialists and IOM Chiefs of Mission, particularly National Designated Authorities (NDAs), responsible representatives from relevant ministries, and private sector including financial institutions, civil society, and academia on GCF, GEF or AF-related roles; ensure that government and other national stakeholders understand priority areas of intervention and the mechanisms and modalities for GCF funding under its different components.

  1. Support the eventual implementation of GCF, GEF, and AF Proposals, following up on legal agreements and disbursement processes for approved proposals through coordination with relevant divisions, Government counterparts (as requested) and the GCF/GEF/AF Secretariat, including the preparation of Readiness support progress/completion report and all related documents for review.
  2. Support the development of new readiness proposals, and strategic support for the design of single-country/regional or multi-country concept notes and full project proposals to ensure appropriate quality control, completeness and timelines of proposals.
  3. Provide expert technical advice and inputs in the development and review of climate finance research, talking points, IOM submissions to UNFCCC, and other necessary presentations.
  4. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Climate Change, Green Finance and Economics or Climate Change Finance or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in humanitarian and/or development settings and job functions; experience in migration settings a distinct advantage;
  • Experience in fundraising for complex programmes; ability and experience in the coordination of inter-sectoral discussions, promoting integration and complementarity;
  • Experience in private sector will be an added advantage;
  • Demonstrated experience producing and delivering capacity development programmes;
  • Demonstrated technical experience on climate change and sustainable development economics, including working experience in processing and analyzing data and policies on climate-relevant or public finance;
  • Demonstrated knowledge of national, regional and international climate finance and investment contexts and experience in working with financial institutions, fiscal policy development, including experience in bilateral and multilateral finance for climate or development;
  • Knowledge and experience in policy dialogue and cross-institutional collaboration, including with representatives of government and non-governmental partners;
  • Strong knowledge of and experience in climate change adaptation approaches, particularly multilateral climate governance frameworks and global climate finance architecture and its instruments.

Skills

  • Ability to work under pressure and deliver to deadlines, while maintaining the highest level of accuracy;
  • Able to think proactively as well as adopt an operational & hands-on attitude;
  • Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint);
  • Demonstrated record of providing technical advice on matters relating to climate finance, particularly with respect to the provision of financial support to developing countries;

  • Excellent organizational skills and ability to prioritize multiple tasks seamlessly in a dynamic environment;
  • Excellent communication and writing skills;
  • Financial accounting and reporting, green and inclusive growth accounting and reporting, risk management, and portfolio management;
  • Knowledge of SAP, Oracle Enterprise Resource Planning and E-Business Suite Financials Accounting Hub is desirable;
  • Proactive teamwork and consultation capacities;
  • Skills of proposal writing and fundraising with traditional and non-traditional donors.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic, Spanish or French are an advantage.
