Context:

The International Organization for Migration (IOM) has been present in Myanmar since 2005 and is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees, Internally Displaced People (IDP), victims of trafficking, stranded migrants, and other vulnerable migrants.

As a result of the multifaceted crises faced in Myanmar in 2021, emergency and humanitarian needs have been increasing across the country. IOM is therefore expanding its emergency response activities across the country, including Cash-Based Interventions (CBI), Non-Food Items (NFIs) and food distributions, protection and health. In addition, there has been an identified need for better data on mobility, populations and needs to support the humanitarian response. As such, IOM is aiming to support this effort as part of its humanitarian response programming in the country.

Under the direct supervision of the Senior Programme Coordinator, the Programme Officer will manage, implement and support emergency and post-crisis programming activities in IOM Myanmar, including contributing to its expansion. The successful candidate will have oversight of the interventions in geographic priority areas such as the North West and South East.

Core Functions / Responsibilities:

1. Manage, contribute to the development of, and coordinate the implementation of projects and interventions relating to cash-based interventions, shelter, NFI distributions, livelihoods, protection and emergency health programming.

2. In line with the priorities set out in the Humanitarian Response Plan 2022 and relevant United Nations (UN) and IOM framework documents, provide substantive support for the further development and management of IOM’s emergency and post-crisis response programme in Myanmar, with particular focus on implementation of IOM’s information management (IM) programmes and a harmonized approach in line with the humanitarian response planning for Myanmar.

3. Liaise with teams across units of the Country Office (CO) including technical focal points, as well as thematic experts in Regional Office for Asia and the Pacific (ROAP) and Headquarters (HQ), to support the technical oversight and strengthening of IOM’s emergency response work in Myanmar, and encourage convergence between all programmes and projects to advance efficiency and effectiveness of the response.

4. Represent IOM in meetings with key humanitarian partners and stakeholders, including interagency working groups and humanitarian clusters, on assessments/ information management, and any other relevant inter-agency forums, to check if IOM is feeding into inter-agency initiatives, reporting requirements and strategic humanitarian planning.

5. Participate in donor meetings as necessary to facilitate further development of the programme, and support coordination with stakeholders at national level, to ensure effective and timely implementation of the programme activities.

6. Responsible for the development of needs assessments, cash feasibility assessments, post distribution monitoring and project evaluation tools for effective project design, implementation and completion.

7. Prepare periodic humanitarian situation reports for external sharing. Ensure effective beneficiary and response tracking to feed into situational reports and reporting.

8. Participate in resource mobilization efforts in close coordination with CoM and the Senior Programme Coordinator by preparing project concept notes and proposals, and providing substantive inputs to relevant UN frameworks.

9. Prepare talking points, briefs and key messages as required and upon request from CO’s senior management.

10. Prepare and present reports, briefs, updates, presentations and overviews which outline emergency and post-crisis programme activities, progress, achievements and response.

11. Provide technical and operational guidance to partner organisations and field staff, including the development of training materials, guidelines and project monitoring and set-up.

12. Consolidate and document approaches to programming, including lessons learned that can be applied in the implementation of upcoming activities.

13. Identify how coordination mechanisms at the field/sub national level can be better linked to the national level and made more efficient and flexible to address the evolving nature of the response.

14. Ensure close coordination and hold regular meetings with IOM Thailand and ROAP for coordination, information sharing and identification of areas of collaboration.

15. In close collaboration with the Resource Management Officer, Senior Programme Coordinator and Programme Managers, monitor budget expenditure for emergency response programming against work plans and donor agreements.

16. Participate in recruitment processes and supervise relevant staff involved in emergency and post-crisis response work. Support the design and implementation of continued, targeted staff training among pertinent operational and service units to facilitate continuity of high levels of general awareness and specialised knowledge/skills among all staff.

17. Undertake duty travel and field evaluation and needs assessment visits to other parts of the country, where possible.

18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Demonstrated experience and expertise in management of emergency responses, preferably with IOM;

• Operational and field experience in humanitarian assistance and IOM relevant areas of work;

• Experience of working with the humanitarian inter-agency coordination systems;

• Experience in liaising with governmental authorities, other national/ international institutions and NGOs.

Skills

• Knowledge of monitoring and evaluation.

• Good writing and communication skills.

• Ability to process and synthesise information quickly to produce written reports, briefs, documents and presentations.

• Good organization skills, analytical and creative thinking;

• Technical skills in areas of humanitarian programming – including cash, food, livelihoods, WASH, Shelter, protection are desirable;

• Management and strategic thinking.

Languages

IOM’s official languages are English, French, and Spanish.
