BO is operating to respond to the needs and basic requirements of the humanitarian crisis in Syria in the middle of the affected communities caused by the conflict the basic principles of BO’s activities are to enhance the basic living standards of the affected population by delivering humanitarian aid based on the needs.

Purpose of Position:

Based in Erbil, the Protection Program Officer is responsible for all aspects of technical and non-technical project implementation, including the preparation, planning, organization, and coordination with all the supporting departments to ensure proper and timely implementation of the project activities by the work plan, in addition to regular documentation for all the steps of project implementation; Also, He/she is responsible for monitoring and supervising the technical aspect of protection activities, and providing the technical support needed.

Job Duties and Responsibilities:

Communication and representation

  • Representing Behar’s organization in all protection working group meetings, trainings, and workshops.
  • Participating in donor meetings and communications, as well as coordinating with other protection and non-protection partners and actors, and other stakeholders as needed.
  • Appropriate coordination with support/operations departments including the liaison team to ensure quality and timely implementation of the project’s activities.

People management

  • Manage and supervise the project field team and provide them with regular administrative and technical support.
  • Facilitating and conducting regular meetings with the protection field team to monitor the implementation and provide support to ensure adherence to SOPs and guiding principles.
  • Conducting weekly follow-up meetings with protection teams, to ensure fulfilling the case management steps, and forms are duly filled and stored, discussing the ongoing and new cases, focusing on the complicated ones, referrals made, and follow-up made by the caseworker.
  • Daily follow-up with the team leader on implementation of static-based and community-based activities, empowerment activities, challenges, concerns, and other updates related to service delivery, as well as assisting the team leader in developing the service mapping and coordinating the intervention with other actors.

Project management and development

  • Support in developingadapting IEC materials, and M&E tools with the senior program coordinator.
  • Support the program coordinator in building the capacity of the teams and introducing them to the reporting tools and approach.
  • Preparing regular narratives, 4Ws reports, media documentation, and any other reports requested by the donor or the Protection WG to the senior program coordinator.
  • Ensure protection cases’ data is managed, shared, and used in a confidential, safe, and effective manner, and ensure effective and strong coordination with other protection and non-protection actors to maintain an active referral pathway.
  • Regular supervision of program progress and ensuring that activities are technically sound and implemented in a timely, safe, and efficient manner, by the project work plan.
  • Updating project activities work plan regularly and sharing it with the respective supporting departments and parties.
  • Full and comprehensive documentation of all the project activities according to the department-adapted approach.
  • Submission of PIRs and following up with the supporting departments on the materials and actions needed.

Academic Qualification/s and Professional Experience:

  • Bachelor’s degree in arts or literature, psychosocial support, socio-economic, Business Administration, International Development, Community Development, or related discipline
  • Minimum of 2 years of work experience in protection programming including cash assistance for protection.
  • Experience with INGO is an advantage.
  • Experience in supervising protection case management is required.
  • Experience in supervising SGBV case management is an advantage.
  • Experience in managing field teams remotely.
  • Ability and experience in writing narrative reports in English.
  • Good command of Excel, word, and other office applications.
  • Ability to work and make decisions related to the project with limited supervision.
  • Transparency, Problem-solving, and team working skills.
  • Language proficiency: Advanced (reading, writing, and speaking) English and Arabic
  • MS Office proficiency
  • Ability to transfer gained skills to other staff.
  • Ability to work in a multi-cultural and multi-ethnic environment with respect for diversity.
  • Adhering to the organization’s vision, mission, goals, and objectives; commitment to humanitarian principles and actions.
  • Knowledge and familiarity with the humanitarian sector and coordination mechanisms.
  • Ability to prioritize tasks and to synthesize.
  • Strong attention to detail and high level of organization.
  • Good presentation and communication skills.
  • Good interpersonal skills and ability to work under pressure.
  • Good organizational skills including attention to detail and multitasking skills.
