Title: Programme Officer – Global Labour Programme (GLP) Location: Nairobi, Kenya Salary: Local terms and conditions apply

Contract: 2 year Fixed Term Contract Hours: Full time, 35 hours per week

We are looking for a Programme Officer to help support the Global Labour Programme and manage activities and relationships with key stakeholders. As the Programme Officer you will ensure the planning, coordination, monitoring and evaluation of the programme is held to the highest standards. A major part of this role will be delivering the programme, working with our partners, preparing budgets and forecasts, and providing quality information on case studies relating to the programme.

Key duties will include:

Work with the Senior Programme Officer and all members of the Programme Management Unit to coordinate quality implementation of activities and timely sharing of lessons learned by consortium partners;
Manage all aspects of the programme cycle with the partners including effective planning, implementation, monitoring and evaluation, financial and asset management, reporting and documentation;
Liaise and work with the Sightsavers Global Technical Leads (Disability Inclusion, Gender Inclusion, Economic Empowerment and Social & Behavioural Change), MERL and other internal experts as required; and,
Participate in the design and implementation of the programmes monitoring and evaluation framework.
Review consortium partner funding agreements and ensure they are up to date;
Build effective relationships with consortium partners and support longer-term relationships through disseminating information and advocating for the programme’s goals

Support the monitoring expenditure of project financial resources.
Ensure that the GLP Project Management Unit receives appropriate materials and information to support donor-reporting requirements;
Participate in all PR activities related to disability inclusive employment and employment in general, education and social inclusion, for example Labour Day, UN Day of Persons with Disabilities, and
Represent Sightsavers and the GLP consortium in programme and disability related meetings, and advocate for Sightsavers’ philosophy and policies.

If you have experience with labour market issues, hold a qualification in social sciences or development studies, have proven experience implementing complex programmes, within disability inclusion and gender mainstreaming this is the role for you.

Essential

Experience in agribusiness-based interventions working with relevant government departments/ministries;
Experience in working with devolved County Gover nment departments;
Experience in providing technical assistance to partner organizations;
Experience in designing and implementing data co llection strategies and analysing data in MS Excel; and,
Ability to travel to programme implementation sites in Nairobi, Kisumu, Migori and Homa Bay as required.

Desirable

Previous experience of working for a USAID funde d programme;
Familiarity with national legislation and policies in the field of disability, human rights, and employment;
Experience of designing, managing, and carrying out advocacy work for social inclusion/disability programmes; and,
Knowledge of current issues and best practices in disability, UNCRPD, the Sustainable Development Goals (SDGs) and employment is desired.

Ideally a candidate will be able to start by the end of January 2024.
