Programme Monitoring Officer

Organizational Setting and Work Relationships

The Programme Monitoring Officer may work in a field operation or as part of a Regional Bureau or in a Division. The incumbent typically works under the overall guidance of the Senior Programme Monitoring Officer or the Senior Programme Officer or other senior staff. S/he may receive indirect guidance from other sections and units relevant to the country programme(s) or to global quality assurance standards. UNHCR Manual, UNHCRs Results-based management and protection principles, UN/ UNHCR financial/budgetary rules and regulations and UN/ UNHCR wide reforms and developments globally and in a given country context will guide the work of the Programme Monitoring Officer. S/he is also expected to stay abreast of the challenges posed to the country by the political context, the UN and humanitarian reform and institutional developments. S/he is expected to work very closely with the Evaluation Colleagues

The incumbent may supervise a team of both professional and support staff.

Externally, engages predominantly with persons and represents UNHCR on subject matters related to monitoring issues (e.g. counterparts in other organizations or at working level in national Governments).

The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties

  • Support the development and management of the operation’s monitoring portfolio and the consistency and coherence of UNHCRs monitoring activities.
  • Assist in setting up and managing UNHCR’s approach, systems and tools for monitoring protection, assistance and solutions results (impact, outcomes, outputs) together with relevant teams and ensure a results based monitoring culture throughout the operation and the operations management cycle.
  • Support the development of sound Theories of Change and related Results Frameworks, the measurability of multi-year protection and solutions strategies and annual plans and appropriate measurement tools and indicators. Support evaluation planning for Results Frameworks
  • Support setting up monitoring systems, the tracking and analysis of indicators and sharing with senior management to guide programme and management decisions.
  • Guide teams in data collection methodologies, data sources, management and analysis, including qualitative and quantitative data, in close collaboration with evaluation, data and IM staff.
  • Support coherence on monitoring standards, plans, tools, indicators and resources across UNHCR and project partners and that protection and solutions principles, including age, gender and diversity and data protection, guide all monitoring actions.
  • Support senior management on monitoring findings and possible course-correcting actions, keep track of management decisions and follow-up actions and communicate monitoring findings to key stakeholders.
  • Guide and train UNHCR and partner staff in UNHCRs results based management monitoring standards and procedures.
  • Cooperate and coordinate with partners and stakeholders to facilitate coherence of monitoring approaches across multi-partner initiatives and engage in UN fora on monitoring (UNDAFs, HRP, RRP etc.).
  • Support processes to link monitoring to the operation’s evaluation and risk management plan.
  • Facilitate. In partnership with Evaluation colleagues, innovative solutions for monitoring and facilitate lessons learning within the operation, UNHCR in the region and globally, and among other stakeholders and contribute to UNHCRs global community of practice on monitoring.
  • Seek advanced technical support from and collaborate with regional and headquarters monitoring and evaluation advisors for overall coordination of priority M&E activities.
  • In the bureaux assist in determining thematic areas or projects for decentralized evaluations.
  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Minimum Qualifications

For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Experience in planning, monitoring and evaluation in an international development and/or humanitarian context. Experience in setting up systems and rolling out monitoring frameworks. Desirable:

Demonstrated experience in collaborating with UN development or humanitarian actors, frameworks and coordinating mechanisms. Experience in working with Government and institutions. Experience in data management and statistics, including surveys and indicator management. Experience with organisational change processes. Experience with UN programming. Experience in strategic planning processes and in coordinating and drafting strategies and plans, in particular on protection and solutions, advocacy, or partnership building.

Desired Candidate Profile

The Programme Monitoring Officer must have experience in planning, partnership management, implementation, and monitoring in an international development and/or humanitarian context. S/he must have a sound knowledge of Results-Based Management in field operations, ideally in UNHCR. Experience with Business Transformation Systems (COMPASS and/or PROMS) and experience in the Americas region is desirable. S/he must be fluent in English and Spanish.

Nature of Position:

In the current organizational context, the Programme Monitoring Officer will promote evidence-based multi-year planning, monitoring and reporting in the region. The incumbent will contribute to capacity-building of Bureau and operations’ multi-functional teams in the Americas (through trainings, material development, and the programming community of practice) in relation to Results-Based Management and programmatic aspects of the operations management cycle. S/he will conduct quality assurance of strategies; programmatic processes, monitoring and reporting across the region. S/he will provide support for the coherence of programming approaches and the efficient use and improvements of programming systems and tools in the context of the Business Transformation Programme. S/he will work to ensure a consistent application of the newly revised Programme Handbook, including effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring.

Living and Working Conditions:

Panama City is classified ‘A’ Duty Station (Family) and has good infrastructure (health, housing, banking, transportation, telecommunications and recreational facilities) and good supply of goods and services, with no particular health hazards. -In terms of security Panama is relatively safe compared to other cities throughout Latin America and it is rated as security level ‘1 minimal’ whereas for Darién Province (border with Colombia) it is security level ‘2 low’. The city is a communication hub and it is possible to fly to all countries of the region with direct flights and it offers good options for travelling in general. -UNHCR offices are located in the Canal Zone, in a green area outside the city centre called ‘Ciudad del Saber’ where most of the other UN Agencies are also located, as well as International Schools, NGOs and research centres, etc. -The cost of living is relatively high for the region (reflected in the post adjustment), especially for housing and health, but it is easy to find accommodation on the private market, including in the area of the office in houses or in the city centre towers in modern apartments. Most of the food is imported except for sea products and some fruits and vegetables. There is a wide range of international schools, several of them offering IB curriculum including some in the office area. -In terms of recreational activities, Panama being a hub for the purchasing of goods for neighbouring countries, the city offers a lot of malls and doing shopping and going to malls is a common week end activity. Cultural offer is limited but there is a good offer of restaurants and a dynamic nightlife. Beaches on the Pacific and Atlantic coasts are reachable within one hour by car or by boat directly from the city and there are some options for hiking too. There is also a relatively good range of sports activities.
