Context

The International Institute for Democracy and Electoral Assistance (International IDEA) is an intergovernmental organization that supports sustainable democracy worldwide. International IDEA’s mission is to support sustainable democratic change by providing comparative knowledge, and assisting in democratic reform, and influencing policies and politics.

International IDEA is managing a four-year programme to support Sudan’s transition to a democratic system of government, and to contribute to SDG 16 (responsive, inclusive, participatory, and representative decision- making at all levels) by improving the capacity of strategically civil society actors engage with citizens and the government of Sudan in a democratic and effective way, with an aim to resume a democratic and peaceful transition in Sudan.

The project intends to contribute to these over-arching objectives by inspiring and supporting change processes undertaken by a Group of Eminent Sudanese, strategically chosen public interest groups (including civil society organizations (CSOs), thinktanks and research centers),

The Programme Manager will contribute to the design and implementation of the project (Strengthening citizen engagement in peaceful democratic transition in Sudan), analyses political developments in Sudan and will contribute to monitoring, reporting and evaluation of the programme, as well as the communications and visibility plan.

With a proven track record of programme management within the area of democracy, peacebuilding and governance support, the Programme Manager will oversee the execution of programme delivery, ensuring close communication and coordination with International IDEA donors and national and international partners. The position also provides direction and ensures cohesion on aspects of programming and compliance with donor requirements.

Duties and Responsibilities

  • Leads and coordinates the preparation, implementation, quality assurance, and monitoring and reporting of all programme activities as identified in programme documents and annual workplans, ensuring compliance with donor and International IDEA regulations and coherence of the overall programme;
  • Is accountable for programme finances and ensures that financial planning supports the delivery of programme results and demonstrates value for money;
  • Represents the International IDEA at relevant donor coordination meetings and works to ensure adequate representation of International IDEA and the implementation of appropriate communication and visibility plans;
  • Supports and liaises with the Sudan’s trilateral mechanisms of the UNITAMS, AU and IGAD and other Member States, donors, partners and other key stakeholders on project activities, ensuring effective coordination of the project.
  • Maintains regular communication with donors, and provides timely project related progress and final donor reports;
  • Manages the monitoring, reporting, and evaluation of the programme ensuring strategic and timely communication to donors and to International IDEA Headquarters;
  • Maintains and develops relevant professional contacts and networks of cooperation with those active in fields relevant to the implementation of the Sudan programme, including practitioners, policy makers, academics, eminent persons, and the international community;
  • Conceptualizes, plans and conducts relevant meetings, consultations, study missions, workshops; including conducting trainings, and developing assessments, constitution briefs and advocacy tools involving key International IDEA boundary partners, and including civil society and other stakeholders
  • Supports and drives analysis and strategic communication on democratic transition issues for International IDEA donors, including organization of roundtables and dialogues according to the pre-designated rules and regulations;
  • Oversees the production of key knowledge products through informed research, and engagement with national and regional and continental think-tanks and academia
  • Responds to requests by relevant stakeholders for research and information;
  • Maintains and coordinates communication and visibility around the Sudan programme in cooperation with International IDEA’s Communication Team.
  • Manages and empowers a team of staff, fostering a spirit of collaboration, support and team cohesion; and encourages their professional development;

  • Combines in-depth knowledge, acquired through academic achievements, excellent skills including managerial skills and relevant experience in their field;
  • Manages assigned projects throughout the project life cycle, i.e. from strategic planning and project design, funding and budgeting to project assessment and accountability; leads meetings and discussions, supervises publications and input from external providers;
  • Has contributed to publications on their relevant subject; is recognized as a knowledge resource in his/her broad professional community;
  • Has the intellectual leadership to integrate innovation into his/her field of expertise;
  • Directly manages a team of contributors to the project, including staff members and possibly consultants;
  • Fosters team-based activities in his/her unit; collaborates with other entities of the Institute;
  • Acts as a model and mentor for colleagues;
  • Is expected to travel globally to any geographical area involved in his/her projects;
  • Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
  • Acts in accordance with International IDEA’s core values; Respect, Integrity and Professionalism;
  • Integrates a gender and diversity perspective in all activities.

Leadership

  • Manages a team, sets team priorities and manages resources;

Education and Experience

  • Masters degree in international relations, political science, conflict resolution, public administration, social sciences, law, or any other related studies.
  • Minimum of 7 years of relevant experience in the implementation of programmes in the field of supporting transitional and post conflict countries, human rights, peacebuilding, constitution and/or rule of law (experience acquired in the field, would be a considerable asset);
  • At least 3 years’ experience in managerial positions including financial management and implementation of donor grants
  • Experience in political negotiations, mediation and peacebuilding at continental and national level key.
  • Expertise in organization of high-level policy dialogue and strategic research is required.
  • Proven network of contacts in the fields of academia, political parties, civil society, government, state agencies and media in the international, African and IGAD and LAS region levels.
  • Fluency in written and oral English; Arabic language is an added advantage and an additional language in an IDEA Region, would be an asset

Terms of Contract:

  • Fixed term appointment umtil 30 September 2023
  • Remuneration – EUR 5 884 NET per month + benefits
