Job Description:

The Programme Manager will assist and work under the day-to-day supervision of the Country Representative, with technical support and strategic oversight from the Wash and Shelter, and Child Protection and Education Advisors, and other Tdh Technical Advisors (as relevant). He/She is responsible for the direct definition, implementation, and supervision of Tdh programming in Syria and the development of the programmatic aspects of the mission.

He/she is responsible for ensuring that projects are implemented in compliance with contractually agreed targets, scope, durations, budgets, and donor compliance obligations. Where there are significant challenges to implementation or there is a need for modifications, he/she is required to raise the issue to his/her line manager to address. He/she works completely in line with the multi-sector project strategy and Tdh’s Syria’s programmatic strategy as it is defined for the areas of interventions. He/she works in close coordination with the governmental and non-governmental agencies, with the cluster system, to develop, monitor and orient multi-sector response projects. The program manager will be also responsible for the management of the capacity-building activities.

He/she also acts as the technical lead on all basic needs response activities in his/her projects of responsibility, with the support of the relevant technical coordinators and/or advisors.

In addition to project management and technical supervision, he/she is expected to lead on relevant needs assessments and provide ideas for project design and implementation at proposal and strategy levels, as well as support on fundraising, recruitment and procurement, liaising and linking with other sectors in general and child protection/education, WASH/shelter, and health.. Moreover, he/she oversees the monitoring & evaluation of emergency response activities and supports the coordination with relevant clusters and working groups, and specifically with our local partners.

Main responsibilities :

1. Programme Management:

  • Develops, implements and monitors the basic needs and response projects, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets.

  • Ensures that activities are appropriately monitored and evaluated and amended based on the population’s needs and context.
  • Conducts initial and regular assessments of the projects and activities’ impact.
  • Forecasts and follows up on expenditures related to the projects.
  • Participates in budget revision exercises.
  • Prepares timely purchase requests in line with the project needs.
  • Supports required actions by the administration related to team management and supervision.
  • Identifies logistic and admin support needs related to the project and communicates these to the Country Representative and relevant log/admin support person.
  • Ensures that appropriate pathways and processes are implemented to comply with accountability of affected populations principles

2. Line Management and Human Resources Management:

  • Daily supervision of the field teams,
  • Participates in team recruitment and revision of job descriptions
  • Ensures the whole team has a clear understanding of the Tdh CP mandate and project scope in areas of intervention
  • Leads and manages staff, encouraging effective teamwork and providing supervision and guidance, including regular and constructive feedback.
  • Reports incidents and difficulties encountered with any staff members to the Country Representative.
  • Organizes and lead weekly team meetings and provides weekly program update to the adequate persons

3. Technical competences

  • To omplement projects focused on humanitarian response and early recovery
  • Coordination of multisectoral intervention (Child Protection, WASH and Health sector
  • Design of capacity building tools and methodologies for local partners
  • Project cycle management

4. Project Strategy and planning

  • In collaboration with the Tdh CP/Education and WASH/Health Advisors, participates to designing strategies and objectives for improved support to beneficiaries and contribute actively to its monitoring, evaluation and revision
  • Participates in multi-sector needs assessments.
  • Proposes new activities and assess modalities of response, based on the needs assessed.
  • Organize team meetings, start up workshops and project reviews with the participation of team members and partners

5. Reporting

  • Provides compiled meeting minutes reports to the Country representative
  • Ensures that monthly PFUs are updated
  • Contributes to progress reporting for projects
  • Develop project reports based on the donors requirement

6. Security

  • Complies with Tdh Security Regulations.
  • Reports any security/safety incident and/or risk to the Country Representative
  • Informs teams supervised on security rules defined by the Country Program**.**
  • Prepare movement plans of the program team members

7. Child Safeguarding Policy

  • Commits to respect the Child Safeguarding Policy and Code of Conduct.
  • Reports any cases of abuse on children identified by the Child Protection team to the Country representative. Strict confidentiality must be respected.

8. Others

  • Undertakes all other duties that may be determined by the Country representative and that are compatible with the job.

Competencies:

Knowledge:

  • Professional university degree in the social sciences, in social work, or in a relevant field Is mandatory. Master’s preferred.
  • A minimum of 5-year experience in the progressive management of international projects and teams with NGOs or international organizations is mandatory.
  • Project management experience is mandatory; a relevant credential in PM is preferred.
  • Experience in multi-sector basic needs programming, including in the sectors of Tdh intervention is an advantage, child protection, WASH/ Shelter, Health.
  • Experience working in compliance with the contractual requirements of institutional donors is mandatory

Skills:

  • Required qualities: organized, sense of human relations, diplomacy, communication skills, ability to work under pressure, autonomy, reliability, team player.
  • Desirable: proactive, rigorous, analytical, willingness and motivation to work in an international and intercultural context.

Languages:

  • Excellent written and spoken Arabic and English.
