About ZOA’s work in Myanmar

Myanmar is one of the poorest countries in Southeast Asia. Moreover, it is regularly struck by natural disasters like floods and cyclones. ZOA’s mission is to support people who are forced to take flight due to armed conflict or natural disasters. In Myanmar, these two situations converge. The combination of violence, displacement, and extreme weather conditions leaves people with barely enough to survive.

ZOA is registered under the name CDN in Myanmar and working in Rakhine State in western Myanmar since 2010. CDN implements humanitarian aid project to address the needs of displaced people and hosting communities. In Rakhine, ZOA primarily supports people living in internally displaced people (IDP) sites and host communities. These people have fled violent clashes between the Myanmar Armed Forces and Arakan Army. We provide a wide range of support – including clean water, hygiene kits, bathing stations and latrines – to individuals and families residing in this region. Access to basic WASH-services allows IDPs to live more dignified lives and prevents outbreaks of infectious diseases from spreading.

About the job

ZOA is looking for a Programme Manager to lead the programme in 2 to 3 townships in Rakhine state, in the North west of Myanmar.

Responsibilities

Leadership and management

  • Responsible for all ZOA activities within programme area;
  • Spiritual oversight and Christian leadership of the ZOA team in the programme area;
  • Participate in country wide programme and knowledge development;
  • Member of country management team;
  • Implementing and strategic partnership engagement at programme level;
  • Gender and conflict sensitive approach to team management and project activities under her/his responsibility.

Programme Management

  • Development of the Programme plan for the respective programme area, with annual review of needs for changes, based on ongoing context analysis and results of annual programme review;
  • Annual planning for the programme area, with the corresponding annual programme area budget, as an input to the Country Plan;
  • Support the localization process by building the capacity of existing partners and developing new partnerships with local entities
  • Planning, implementation, and monitoring of project activities that were approved by donors with the corresponding project budget planning;
  • Project Cycle management, including needs assessments, formulation of concept notes and proposals and budget;
  • Reporting – monthly and quarterly activity and financial reporting, including realization of activities versus budget utilisation; (Providing input to) narrative and financial donor reporting;
  • Annual review of progress towards programme objectives and outcomes;
  • Initiating and maintaining effective working relations with relevant stakeholders at programme area level;

HR/admin/finance

  • Budget owner for projects implemented in programme area;
  • Approval of expenditures and related cost allocations, on the basis of approved project and programme organisation budgets;
  • Human Resource Management (at individual- and team level) for programme staff;
  • Supervision and periodical evaluation of the performance of the members of the Programme Team;
  • Implementation and monitoring of financial, personnel and security policies and procedures;
  • In collaboration with the MoO (Manager of Operations), prepare and process the allocation of indirect costs to project budgets.

Security

  • Ensures the design and maintenance of an effective security management system at program level, in compliance with ZOA’s over-all security policy and procedures, and the monitoring of compliance to that system by staff and other relevant persons for whom the PGM holds security responsibility.

Requirements

Knowledge & Experience

  • Bachelor or Master degree (with 6 years relevant working experience) of Master degree with (3 years relevant working experience) in a humanitarian, development or other relevant field;
  • Three to five years field experience in a development country;
  • Management experience;
  • Familiar with Project Cycle Management;
  • Good spoken and written command of English.

Salary and other terms of employment

  • The role is for 40 hours per week.

Special conditions

  • You will be based in Myanmar. Because of the current security situation, it is not possible to have accompanying family members.
  • We unfortunately cannot consider candidates from countries that cannot obtain a visa for Myanmar.
