Context:

The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 172 member states. IOM is committed to the principle that “humane and orderly migration benefits migrants and society”. Established in 1951 and now active in over 440 field locations worldwide, IOM works with partners, government and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, in order to maximize its benefits and minimize its negative effects.

Under the overall supervision of the Chief of Mission and under the direct supervision of the Deputy Chief of Mission, in close coordination with Programme Coordinator (Displacement Management )and other relevant Programme Managers and Heads of Sub Offices, the Programme Manager (MHPSS/Protection) will be responsible for the management, implementation and support for all programmatic and operational aspects of the Mental Health and Psychosocial Support (MHPSS) and Protection in Humanitarian Action (PiHA) programme operations in Mozambique Country Office (CO).

The position is based in Maputo with frequent travels to the field offices, as well as to Beira and Pemba Sub-Offices (SO).

Core Functions / Responsibilities:

  1. Manage and ensure the implementation of Mozambique CO’s (including Beira and Pemba SO’s) MHPSS and Protection portfolios in line with IOM rules and regulations, and financial and administrative procedures.

  2. Ensure burn rates of MHPSS and Protection projects and the project components are in line with the elapsed project duration.

  3. Represent IOM at relevant cluster and working group meetings at the national and sub-national level (Protection cluster, Gender-Based Violence (GBV) AoR, Child Protection AoR, Protection Working Group, MHPSS Technical Working Group and others as appropriate).

  4. Ensure Monitoring and Evaluation is performed adequately, using Mozambique CO’s Monitoring, Evaluation, Accountability and Learning (MEAL) platform.

  5. Identify new opportunities and initiatives, and lead the development of project proposals, concept notes and budgets in line with IOM’s Project Development Handbook and in coordination with the Programme Support Unit.

  6. Ensure adequate visibility and communication regarding Mozambique CO’s achievements and activities in the area of MHPSS/Protection.

  7. Coordinate and manage the work of Implementing Partners in line with IOM policies and procedures.

  8. Ensure the provision of Individual Protection Assistance to persons in need of protection and MHPSS services, in line with IOM’s Handbook on Direct Assistance.

  9. Lead and manage data analysis and information management activities for donor reporting, as well as other internal and external reports and updates, and in response to internal or external requests.

  10. Establish and maintain effective working relationships with relevant governmental officials, mainly in the Attorney General’s Office, the Ministry of Gender, Children and Social Action, the Ministry of Health (in coordination with the Migration Health Programme Manager) and others on the development and implementation of activities and initiatives related to Protection and MHPSS.

  11. Ensure implementation of Mozambique CO’s integrated approach to MHPSS and Protection and ensure the sector is adequately represented in Mozambique CO’s country strategy and other framework documents.

  12. Develop and provide capacity-building activities and guidance to the team members to facilitate adherence to IOM rules and regulations, including relevant IOM and United Nations Department of Safety and Security (UNDSS) security procedures and requirements.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Psychology, Social Sciences, International Relations, Human Rights, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience working in international organizations and the humanitarian community, including established coordination mechanisms such as the clusters;

• Experience in the management, development and implementation of Protection and/or MHPSSprojects and programmes is a significant advantage;

• Knowledge of project management cycle and demonstrated experience in managing projects in a humanitarian context;

• Experience in Mozambique and/or the Southern Africa region is an advantage; and,

• Experience working in Portuguese is an advantage.

Skills

• Understanding of migration dynamics and their impact on vulnerabilities;

• Strong knowledge of project development and IOM’s Project Development Handbook is highly desirable;

• Demonstrated skills in monitoring and evaluation and data analysis;

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;

• Excellent writing and synthesis skills, and experience in report writing, including the development of recommendations for policy makers;

• Demonstrated ability to deliver quality assignments under tight timeframes;

• Ability to work independently, to follow leads and to be innovative in obtaining and triangulating information from a variety of sources; and,

• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point,Outlook), internet and Email.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Portuguese is highly desirable. Knowledge of French, Spanish, and/or local languages an advantage.
