Position within the Organization

The Programme Manager will play a key role in enabling and supporting grant management system strengthening processes. They will be responsible for leading on project and grant management, providing support to facilitate the high performance of the MENA programmes. The Programme Manager will provide day-to-day oversight of core donor reporting, information management and grants management capacity-building efforts, and ensures timely and effective implementation of grants and partnerships for Interpeace MENA programmes. The Programme Grant Manager also provides key support to the HQ and the regional team in the development of high-quality funding proposals, programmatic and grant/local partner support in line with donor and internal IP rules and regulations and other key functions as needed.

Duties and responsibilities

Programme Grants Management & Compliance:

  • Ensure that sub-grant agreement documents, including logframes correspond to the donor agreement.
  • Maintain the proposals, grants, report, and assessments/evaluation tracking systems.
  • Support the organization and follow-up of grant opening, review and close out meetings.
  • Provide technical guidance and ensure adherence with donor and Interpeace regulations within programme implementation and reporting, including submission of timely modification and extension requests, procurement regulations and requests for waivers, etc.
  • Raise any local partner issues with program staff and HQ
  • Liaise with peer NGO and partner focal points on grant management issues as required
  • Build grant management capacity of implementing staff and partner organizations by facilitating training, and providing one on one follow up support, in report writing, compliance, budgeting and other topics.
  • Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal Interpeace documentation and other Grant Unit tools.
  • Assist the MENA Regional Representative in preparing, reviewing, and documenting memoranda of understanding, agreements and agreement modifications for the Interpeace’s MENA programmes.
  • Support the MENA Regional Representative and other relevant team members in preparation and follow-up of grants operations meetings.

Reporting & Documentation:

  • Stay up to date with all institutional donor guidelines
  • Manage all external reporting, ensuring high-quality, well-written and timely reports meeting donor and IP requirements, with support from the programme staff. Acquire and disseminate updated information regarding donor formats (proposals and reports) and other donor related information.
  • Ensure that draft reports are disseminated for review and feedback by senior management team, relevant technical unit(s), and HQ staff prior to submitting the final report to donor
  • Consolidate monthly internal programme reports based on input from partners, including tracking progress on program indicators and reporting on key program highlights/issues
  • Draft program and partnership briefing materials and respond to requests for programme information from Interpeace HQ, donors, Government and others
  • Prepare and update Interpeace MENA information /materials for donors and in close collaboration with the MENA Regional Representative and other relevant staff
  • Facilitate documentation of institutional knowledge and past program activities

Project Implementation:

  • Support project implementation including logistics in line with the organizing of Interpeace’s activities – trainings, meetings, and workshops for partners and stakeholders, in line with donor requirements
  • Based on monitoring and feedback mechanisms, support the MENA Regional Representative to strengthen the quality, effectiveness, and responsiveness of program interventions.
  • Support the MENA team to ensure that all of the Interpeace’s activities are documented in line with donor requirements (including drafting and collecting minutes of the meeting, monitoring visit reports, agendas, attendance sheets for the events, creating photo documentation, case studies, etc.)
  • Develop and maintain effective and productive working relationships with key stakeholders and partners in the MENA region

Qualifications:

Candidates with relevant qualifications, experience, a tertiary degree, and fluent in English and Arabic, are invited to apply.

Relevant experience and qualifications may include:

Education

  • Tertiary degree in international relations, political science, development, accounting, management, or related field

Experience

  • Professional experience in programme grant management (local partnership/CSO management)
  • Demonstrated experience of capacity building of local ngos in the MENA region, including coaching and mentoring on best practices
  • Field experience in conflict affected contexts
  • Management experience

Competencies

  • Demonstrates effectiveness and strong experience with short and long-term planning; financial, personnel and program management.
  • Advanced knowledge and experience of project cycle management including using project planning and management tools
  • Knowledge of current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting
  • Developed ability to effectively capture and communicate the impact of practical work and to use this to raise profile.
  • Proven ability to communicate, negotiate and network with high level executives and government officials, donors, international agencies, and media.
  • Ability to work in a multicultural environment successfully and to demonstrate gender responsive and non-discriminatory behavior and attitudes.
