Background

The Swedish Red Cross (SRC) is supporting the Sudanese Red Crescent Society (SRCS) in implementing a community driven Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) project in Sudan. SRC has been engaged multilaterally in Sudan since the early 1990’s and then in 2017 started working bilaterally with SRCS and currently has one international delegate based in Khartoum. Building on previous experience, SRC and SRCS have developed a two-year bilateral project called ‘Disaster Risk Reduction and Climate Change Adaptation in Sudan’. This is a community based DRR/CCA intervention with strong focus on Protection, Gender and Inclusion (PGI)/Community Engagement and Accountability (CEA), targeting high-risk communities and households to build their resilience in mitigating, preparing and responding to natural hazards and climate change. The project has three main components i) SRCS governance, staff and volunteers have DRR and CCA technical capacity to deliver and support community based DRR/CCA programming ii) SRCS have the technical capacity on programmes and institutional level to mainstream PGI, CEA and environmental sustainability, throughout the programme cycle iii) Increased capacity of women, men, girls and boys in the targeted communities to cope with, mitigate, prepare for, and response to, disasters and climate change. The project is focusing on strengthening capacity of SRCS at both national and in the four targeted branches of SRCS, namely: North Kordofan, River Nile, Northern and Red Sea.

Your role in the organisation

As the Program Manager for the DRR/CCA project in Sudan, you will be based in Khartoum with extensive travel to the four areas. You will be responsible for overseeing and supporting SRCS in the timely implementation of the project in Sudan. You are expected to support SRCS in implementing the project in Sudan and provide in-country technical support to SRCS in the field of community driven DRR/CCA programmes and support functions (logistics, admin and finance).

Your job will be to support SRCS to implement the project activities in a sustainable manner, aimed at strengthening the organizational capacity in DRR/CCA of the SRCS and contribute to more resilient communities across Sudan. You are hence not expected to implement activities yourself, but to guide, mentor and train SRCS staff/volunteers to ensure sustainability and ownership.

You will also support SRCS to ensure that activities carried out in targeted communities are of high quality, gender, diversity and conflict sensitive, and use a participatory approach in line with the Red Cross/Red Crescent Community Engagement and Accountability (CEA) approach.

Finally, you will as a Swedish Red Cross representative in Sudan be responsible for ensuring that the SRC’s strategy and approach is implemented in the project. You support the host National Society in project implementation, while ensuring proper monitoring, evaluation and reporting as per donor regulations.

Key duties and responsibilities

Program Management and Quality Assurance

  • Support SRCS in managing and coordinating activities of program implementation, including planning, assessments, monitoring, reporting and evaluation as well as financial monitoring to ensure that donor requirements are met during program implementation
  • Conduct regular field visits to operational sites, identifying and helping to solve any critical challenges/issues faced in the program, jointly with SRCS
  • Ensure adequate financial management of the project, including financial monitoring, budgeting, etc.;
  • Report on designated program as required to SRC internally and externally, ensuring compliance, including back donor reporting, and submission of annual audits (narratively and financially)
  • Maintaining continuous dialogue with the SRCS branch management about achievements and challenges in the cooperation with SRC
  • Support SRCS to utilize tools to ensure that DRR/CCA/resilience activities are monitored against measurable and appropriate indicators;
  • Coordinate requested technical support from SRC to the SRCS within the program, including visits from SRC HQ to the project site, as well as anticipating and proposing specific technical supports to the SRC Country Representative needed, in line with available resources in the program and from SRC HQ;
  • Provide on-the-job coaching and training to SRCS and support functions (logistics, admin and finance);
  • Liaise closely with SRC’s country representative in-country on significant program developments

Coordination and Partnership

  • Support the SRCS towards a stronger integrated approach of the SRC programme with the RCRC Movement partners;
  • Identify, in coordination with the SRC Country Representative, further areas where the SRC could provide added value to community driven DRR/CCA;
  • Represent SRC in relevant coordination meetings organised by SRCS or other actors
  • Coordinate with other PNS with the purpose of optimising technical and financial resources, including efforts around capacity analysis, capacity building and organisational development.
  • Assist the SRCS in its relationship management with donors and other stakeholders as requested within the program

Your profile

The position demands that you have strong interpersonal and coordination skills. Your communication is excellent both orally and written. You are team-oriented and a strong facilitator. You are positive, constructive, flexible and solutions-oriented, adaptive to change. You are proactive and able to work independently without too much supervision and support. You are aware of and understand cultural and gender differences, and able to work constructively in culturally diverse and politically sensitive environments. You can handle varying workloads and stressful situations, and you have the resilience needed to live and work under demanding physical and stressful conditions.

As an SRC employee, you share the Red Cross Red Crescent humanitarian values including diversity and actively work against all forms of discrimination. You understand, respect and comply with the SRC Code of Conduct and security rules and regulations.

Required qualifications and experience

  • Minimum of five (5) years of relevant work experience, preferably in progressive responsibilities;
  • Minimum of three (3) years of relevant community-based experience in DRR/CCA;
  • Relevant academic background, preferably with focus on Disaster Risk Reduction, Environmental Management, Climate Risk Management;
  • Demonstrated experience in project management, including planning, monitoring, evaluation and reporting;
  • Demonstrated experience in financial management, including budget and financial monitoring;
  • Proficient knowledge of written and spoken English

Desired qualifications

  • Working experience in North Africa/East Africa, a real plus: previous working experiences in Sudan;
  • Working experience from one or several of the additional following fields is considered an asset; protection, gender and inclusion (PGI), community engagement and accountability (CEA), volunteer management, environmental assessment, nature-based solutions. General knowledge of other related disciplines to ensure proper cross-sectoral approach;
  • Demonstrated experience in capacity building, including training and mentoring staff and/or volunteers is an asset;
  • Experience in the RCRC Movement;
  • Proficiency in written and spoken Arabic;

Other qualifications

  • In line with the principle of neutrality, SRC does not assign personnel to a country of which they are nationals
  • Relevant security training for work in a high-risk environment (HEAT or equivalent)
  • Candidates must be in good health and are required to pass a medical check-up prior to departure to the duty station
  • Candidates must hold a manual driving license and have experience in driving manual transmission vehicles
