Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and direct supervision of the Senior Field and Programme Coordinator, the Programme Manager (CCCM) will be responsible for the implementation of IOM’s Camp Coordination and Camp Management (CCCM) Programme.

Core Functions / Responsibilities:

  1. Support the Senior Field and Programme Coordinator in the design and implementation of the overall CCCM strategy for the IOM Yemen Country Office (CO).
  2. Supervise the technical components of the CCCM Programme including the development and/or review of concept notes, proposals and budgets, ensuring that mechanisms and modalities to be implemented are appropriate and in line with global standards and best practices.
  3. Ensure that all projects of the CCCM Programme meet their intended scope, timeframe, quality and budget. Notify in a timely manner of any change needed and inform of any delay or workaround required for the timely completion of activities.
  4. Direct and oversee monitoring activities to assess the implementation of CCCM projects, remotely and through regular visits to the areas of operation, ensuring that the CCCM Operations Officers are properly utilizing the resources made available in order to effectively provide services to the beneficiaries.
  5. Coordinate the operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of project implementation, in coordination with the Resources Management Units as required.
  6. Support the CCCM cluster as required, upon request from the cluster coordination team; this may include: monitoring and supporting cluster partners, providing technical inputs in the development of cluster strategies, and representing the cluster in field assessment missions.
  7. In coordination with the RM unit, manage the contracts with service providers or implementing partners. Work closely with the administrative units of the CO to ensure adequate contracts management, close-out procedures and final payments to the contractors.
  8. Directly supervise the CCCM Operations Officers. Provide adequate and relevant capacity building to the members of the Team. Coach and mentor the staff under direct supervision.
  9. In coordination with the relevant units, ensure that all relevant permits and authorizations are obtained from the local authorities to guarantee project stability and good relations with the local government.
  10. Ensure the mainstreaming of GBV (Gender-based violence), AAP (Accountability to affected populations), CwC (Communications with Communities) and other protection-related aspects in every phase of the implementation of the CCCM Programme activities in close coordination with the relevant units.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Conflict Resolution, Management, or Social Sciences related subject from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in CCCM at a managerial level, in emergency and conflict environments essential.
  • Experience in managing the full cycle of CCCM projects including leading project teams essential.
  • Demonstrated experience with program M&E, as well as with cross-cutting themes including (Gender-based violence), AAP (Accountability to Affected Populations), and CwC (Communications with Communities)
  • Progressive experience in IOM and familiarity with the Yemen context are highly desirable.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.

The proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
