Overall purpose of the role: (1-2 sentences)

The program manager is responsible for overseeing DRC’s EU funded, multisector solutions program in Khartoum. The program manager is responsible for all project related tasks including recruitment, budget management, procurement planning and management, liaison and coordination (internally and externally), and external representation. The program manager will be based in Khartoum, regularly visiting project implementation sites to oversee program implementation quality, engage with key stakeholders, and support program teams in their activities. The program manager will develop work plans which enable project activities to be completed in line with the project duration and project deliverables across all sectors. The PM will develop high quality reports, engage with the donor and other external actors as relevant, and support in the development of evidence-based programming for identified opportunities.

Responsibilities: (in bullet points)

Staff management & supervision:

  • Lead the recruitment of program staff according to DRC’s operational procedures
  • Mentor, manage, monitor and supervise the teams under your responsibility, ensuring that they carry out their duties safely and in accordance with the project design and relevant SOPs
  • Oversee performance and development processes according to DRC’s global and national HR policies

Planning, and project management:

  • Support managers/team leaders to develop effective procurement plans which are regularly reviewed
  • Support managers/team leaders in developing spending plans and forecasts, and engaging in budget follow-up processes according to SOPs. Ensure that budget management is done in accordance with donor compliance requirements
  • Coordinate needs assessment for the project in coordination with team leaders/managers
  • Regularly meet with program teams to ensure sector integration as much as possible. Set priorities and regularly follow-up with team members on successful completion of tasks and objectives
  • Work with project and MEAL staff to ensure that the programme includes accountability to affected populations and strong communication with communities
  • Regularly participate in project review meetings, engaging with project managers and team leaders in building their capacity and adhering to project cycle management

Coordination and Liaison:

  • Liaise with local authorities, community leaders, and stakeholders to ensure the smooth implementation and acceptance of the program activities
  • Attend relevant external coordination meetings in Khartoum, coordinating with other implementing agencies, UN, and other stakeholders
  • In coordination with the liaison department, maintain regular contact with line ministries and other relevant authorities to ensure support for and understanding of the project.

Reporting:

  • Prepare weekly/monthly/quarterly work plans
  • Prepare weekly/monthly/quarterly operational reports
  • Contribute to donor reports and new project proposal and budgets as required

Experience and technical competencies: (include years of experience)

  • Minimum 5 years experience in program management with both humanitarian and development projects; experience with EU funded projects is desirable
  • Knowledge of protection, livelihoods, infrastructure and resilience programs an asset
  • Experience developing budgets and following spending plans according to donor compliance
  • Experience in multisector programming in complex implementation environments
  • Excellent communication and interpersonal skills
  • Computer literate in excel and Microsoft office

  • MA degree in a relevant field such as international development/relations, social sciences, etc.

Languages: (indicate fluency level)

  • English (fluent)
