Are you an experienced Programme Manager that would like to lead the development of a humanitarian protection and resilience programme, working in a highly complex but rewarding environment?

Norwegian People’s Aid is looking for an experienced and proactive Programme Manager for its Humanitarian Protection and Resilience programme in Ukraine. The position is based under the Department for Development and Humanitarian Cooperation (DHC).

As a consequence of the armed conflict that started in Ukraine on February 24th 2022, NPA has decided to open a Humaniarian Protection and Resilience programme based on support to- and collaboration with national organisations. NPA is registered in Ukraine and has established programmes for humanitarian mine action and protection/SGBV in the country. NPA’s country office is based in Kyiv.

The Programme Manager, as part of the country Senior Management Team, plays a crucial role in the establishment of a successful country programme in the largest humanitarian crisis in Europe in decades. The Programme Manager has the overall responsibility for the design and implementation of all humanitarian, protection and resilience programming in country and the development of a successful fundraising plan.

Duty station: Kyiv,Ukraine

* Please note that we offer a one year contract with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy and the working conditions, including annual leave follow the Norwegian Working Environment Act.

Requirements

  • Relevant higher education.
  • Minimum five years of proven international experience at management level in humanitarian and resilience programming.
  • Experience with protection programming and experience as a SGBV practitioner and/or managing SGBV projects or programmes.
  • Experience in setting up operations and programmes.
  • Understanding of humanitarian and resilience programming cycles and standards in complex emergencies.
  • Strong experience working with local or national organisations in a partnership capacity.
  • Strong proposal writing and grant management expertise with fundraising and donor coordination experience.
  • Previous work experience in Ukraine and working knowledge of Ukrainian or Russian language are considered an advantage.

Personal Qualifications

  • Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills.
  • Proven analytical and writing skills.
  • Ability to work under own initiative and with little supervision.
  • Ability to quickly develop good insight and understanding of the conflict and the political environment of the working environment.

What you will do

  • Lead the establishment of a partner-based humanitarian, protection and resilience programme in Ukraine.
  • Provide technical guidance, quality control and leadership of NPA Ukraine Development and Humanitarian Cooperation team and programmes, including partnership identification and management.
  • Programme development and quality assurance, training and sharing of knowledge competence, coordination, cross-cutting collaboration and building synergies both internal and external at all levels of the programme, especially with NPA’s partners in line with NPA guidelines and policies.
  • Strategic development, integration and coordination ensuring good context and actor analysis, transparency and congruence with NPA’s Partnership and Humanitarian Policies and NPA’s strategic objectives, values and principle.
  • Constructive contribution to and participation in Ukraine senior management team and the establishing of NPA in Ukrain
  • Fundraising and new programme development.

Preferred starting date: 1st of February 2023
